William's Story
Mr. Bollinger is a retired Classified Security Specialist at the U.S. Department of Energyâs Lawrence Livermore National Laboratory (LLNL) with classification oversight and liaison responsibility for the areas of nuclear, chemical, and biological nonproliferation, international assessments, and sensitive technologies transfer.
Besides working as a Classification / Export Control Advisor out of the Office of Classification and Export Control (OCEC), he twice served as the LLNL Export Control Panel Chair; member of the IAEA Additional Protocol Complementary Access Host Team for LLNL; and was the National Laboratoryâs MPC&A Licensing Manager for the joint US/Russian Material Protection, Control and Accountability Program.
In addition, he has been an Adjunct Assistant Professor with Golden Gate Universityâs School of Technology and Industry, an adjunct Instructor with the University of San Francisco, twice Chairman of the national Export Control Coordinatorâs Organization (ECCO), member of the National Classification Management Society (NCMS), and the Institute of Nuclear Materials Management (INMM).
Mr. Bollinger's academic background includes language (Russian) and technical certifications related to his government employment, an M.Sci.L.I.S. from the University of Southern California, as well as an A.B. in History with minors in Anthropology and Geology from the California State University at Long Beach.

an, book scout, and avid mountaineer, he has a varied working background in developing information management and security services for academia, government, and industry. Previous employment includes: the CSUC Chancellor's Office, Bechtel Engineering and Power Corporations, Fluor Engineeringâs Mining and Metals Division, an overseas assignment with the Saudi Arabian Bechtel Company, and over 12 years service with LLNLâs International Assessments Program (Z Divisionâs Field Intelligence Element) providing technical advice and assistance to the United States intelligence community.
