Todd's Story
My entire work career has been in the water environment field. In 2009, I retired as the General Manager of the Encina Wastewater Authority, which is a public agency that provides wastewater services for six agencies in North San Diego County. The agencies include the cities of Vista, Carlsbad, Encinitas, the Vallecitos County Water District, Leucadia County Water District, and the Buena Sanitation District. As the General Manager, my responsiblities include the administration and operation of the jointly owned facilties including planning for future capital facilties to accomodate the projected growth in North County. The agency has a staff of 57 professionals including managers, chemists, accountants, operators, techninicans, and engineers. I report to the Encina Board of Directors that is comprised of council and board members from each of the six respective member agencies.
I have had an amazing career! Right out to High School I started out in an entry level position with the County of San Diego's Liquid Waste Division. After several years and with the passage of the Federal Clean Water Act in 1972, I decided that the wastewater field could provide a good career and one that had great potential for advancement. I continued my education receiving an Assocate Degree in Water Technology and eventually acquiring my BS in Buisness Management.

s on regularoty issues, education, training, and certification in six disciplines. During my 35 years as a member I have served on numersous positions within the organization including President in 1996. I have also been active in the Water Environment Federation (WEF), which is an International organization with over 40,000 members. I served as a Director from 1997-2000 and on the Executive Committee member in 2002. Currently I am a Director of an organization comprised of Southern California agencies involved in water environemnt issues such as storm water runoff, and ocean/river pollution. Being involved in these organizations has provided me the opportunity to refine my public speaking skills and routinely make presentions at various events, meetings, and conferences.
In 2004, I was elected to the Board of Directors of the Santa Fe Irrigation District that provides water service to the communities of Solana Beach, Rancho Santa Fe, and Fairbanks Ranch. In 2006, I was elected to the Board of Directors of the San Diego County Water Authority serving as Board Chair (2010-12) and Board Secretary (2012-14). In 2013, Governor Brown appointed me to the Colorado River Board that oversees California's interests in the Colorado River as a water supply. In 2014, I was appointed to the Metropolitan Water District of Southern California representing San Diego County. As an elected official, I am involved in policy decisions to assure a reliable and sustainable water supply is availalbe to meet Southern California's current and future needs
