Sean's Story
Life
Sean Walsh serves as the director of the GovernorÂs Office of Planning and Research (OPR). As OPR director, Mr. Walsh oversees the State Clearinghouse and the OPR Legislative and Policy and Research units and the Office of the Small Business Advocate. He also is responsible for the Military Affairs Advisor and the oversees state activities with all military Commands in California.
Mr. Walsh also serves on several state boards and commissions. He is a member of the Commission on State Mandates, which determines reimbursements and adjudicates claims regarding state-mandated programs for local entities. He is also a nonvoting member of the Housing Finance Agency Board (CalHFA), which works to create affordable rental housing and assist first-time homebuyers in achieving the dream of homeownership.
In addition, Mr. Walsh sits on the GovernorÂs Prevention Advisory Council (GPAC) which coordinates the StateÂs strategic efforts to reduce the incidence and prevalence of inappropriate alcohol, tobacco and other drug (ATOD) use by youth and adults, and the Environmental Justice Inter-Agency Working Group and serves as Chair of the GovernorÂs Interagency Council on Chronic Homelessness.

Mr. Walsh served as Deputy Chief of Staff and Press Secretary for California Governor Pete Wilson from 1994 - 1999. His responsibilities included supervision of the Office of Communications, Offices of Public Affairs, Speechwriting, Constituent Affairs, Executive Writers and six regional offices. His duties also included supervisory responsibility for the Public Affairs and Press and Communications Offices of 13 Cabinet agencies and 50 State Departments.
As Senior Campaign Strategist and National Spokesman for Wilson for President, Mr. Walsh advised Governor Wilson on campaign strategy. From 1993 - 1994, he worked as Director of the GovernorÂs Crime Summit.
From 1989 Â 1993, Mr. Walsh served as Assistant Press Secretary and Director of Press Office Operations in the Office of the White House Press Secretary during the administration of President George Bush. Mr. WalshÂs responsibilities included negotiating with senior foreign government officials on press and communications issues. He traveled extensively with President Bush. Mr. Walsh also served as Staff Assistant for Press Relations in the Office of the Vice President from 1987 - 1989.
Mr. Walsh holds a Bachelor of Arts degree in Political Science from the University of California, Los Angeles. He is married to Kim Walsh, has three children and esides in the Oakland Hills.
