Jon's Story

JON FORTUNE Summary of Professional Experience Dr. Fortune has been a Senior Policy Analyst at HSRI since 2006. As a HSRI Senior Policy Analyst, he has solid research skills as well as hands on experience as a state administrator. In 1990, Jon joined the Wyoming Department of Health Developmental Disabilities Division where he has held senior management positions. He was instrumental in designing and implementing Wyoming¿s system of community services for persons with developmental disabilities and acquired brain injury, including developing Medicaid HCBS waivers for both populations. Jon also was the chief architect of the precedent- setting Wyoming DOORS model through which people with disabilities are assigned individual budgets based on their assessed needs and other factors. Jon has published extensively and made numerous presentations at national conferences concerning individual budgeting and community services. Prior to joining the Wyoming Department of Health, Jon managed a community agency in Wyoming and held other positions in Colorado and Illinois. In his work at HSRI he has worked on individual budget and resource allocation design in ten states and one Canadian province. Oregon System Transformation Project (2006 to Present) Project Director. HSRI is furnishing technical support to the Oregon Department of Human Services in the implementation of its CMS System Transformation Grant. The ReBAR project resulting from the grant envisions restructuring the funding of comprehensive Medicaid waiver services for people with developmental disabilities, including rate restructuring, individual budget level allocations, and the implementation of a uniform assessment tool, the SIS. Colorado Rate Setting & Waiver Consultation (2006 to 2010) Project Director. Working on behalf of Colorado Division for Developmental Disabilities, HSRI worked on changes in the comprehensive and support waivers and rate setting for Colorado citizens with developmental disabilities. Piedmont North Carolina Rate Setting (2009 to Present) Project Director ¿ Working with mental health authority to set residential and day habilitation waiver rates using the SIS. The Virginia System Rate Tier and Level of Care Assessment (2007 to 2009) Project Director. Working with Virginia Developmental Disabilities to use SIS results.
