Billy's Story

Life Bill Beard Senior Director, Federal Programs Bill Beard, a native of North Augusta, South Carolina completed a career with the United States Navy in November of 1997 retiring as a Master Chief Petty Officer. During his twenty years of service, Bill served in a variety of intelligence, surveillance and reconnaissance and special mission aircraft assignments around the globe. These assignments included Fleet Air Reconnaissance Squadron Four, Patuxent River, Maryland; Fleet Air Reconnaissance Squadron One, NAS Agana, Guam (two tours); Naval Technical Training Center, Pensacola, Florida (two tours); and Patrol Squadron Special Projects Unit One, Brunswick, Maine. Bill logged more than 4,000 hours in the EP-3E and P-3C earning Air Medals for service in Operation Desert Storm and for missions flown over Bosnia during the mid 1990s. Upon completion of his service with the Navy, Bill began a career with Raytheon as a Technologist in the Maritime Surveillance Aircraft (MSA) program office. After a brief orientation period, he was assigned as the EP-3E Program Manager in 1999. Due to the success he enjoyed on this program, he was later assigned the responsibility as the Program Manager for all EP-3E/Special Projects programs in March of 2000. In February of 2003, he became the business area director with responsibility for all Navy programs. As a result of tremendous growth and the addition of non-Navy programs, the business area was re-named in 2004 to Federal Programs. Bill received the company’s Tribute to Excellence awards for outstanding performance in the Maritime Patrol Aircraft business area in 1999, and the cross functional Six Sigma selection in 2002. During his service with Raytheon and now L-3 Communications, Bill led his program teams through a period of superb execution and development in the unprecedented growth of the business area from $14M to one generating greater than $165M in annual sales today. Shortly after his first Program Management assignment began, Bill was selected to represent Aircraft Integration Systems at Raytheon’s inaugural Program Management Seminar and participated on a best practices panel comprised of business unit leaders from across the corporation. As part of this panel, Bill briefed a presentation titled Building Long Term Customer Relations to Raytheon’s 100 most senior leaders. Committed to continuous improvement, Bill spearheaded the development and implementation of a number of productivity improvements and Six Sigma projects that led to Federal programs becoming one of the company’s most important and fastest growing business areas. While on active duty with the Navy, Bill earned a Bachelor of Science degree in Business from New Hampshire College. He subsequently earned a Masters of Business Administration from Baylor University’s top 20 ranked Executive MBA program. In 2001, he graduated from the 14 week Advanced Program Manager’s course at the Defense Systems Management College. He is married to the former Kathleen Rene Judkins of Klamath Falls, Oregon. Bill and Kathy have two sons attending college at Baylor University.
