Brian's Story

Brian D. Montgomery currently serves as Vice Chairman/Partner of The Collingwood Group LLC (“Collingwood”), a business advisory firm launched in August 2009 designed to serve the needs of corporate and governmental entities seeking new lines of business or strategic counsel on a range of issues within the mortgage, financial, and secondary markets. Co-founded with the Honorable Joe Murin, the former president of Ginnie Mae, Collingwood simultaneously merged with Capital Financial Solutions, a financial consulting firm co-founded by Brian O’Reilly and Tim Rood, both formerly of Fannie Mae and other mortgage related entities. Together, Collingwood offers clients a combined 100+ years of mortgage market experience. As Vice Chairman, Montgomery provides strategic business development and technical advisory counsel to financial services companies seeking increased market share, strategic alliances, and improved profitability. Montgomery and his business partners previously served as key leaders in the areas of business and risk management, regulatory oversight, and product design and business development. Montgomery came to Collingwood from the Federal Housing Administration/U.S. Department of Housing & Urban Development where he served as Federal Housing Commissioner-Assistant Secretary for Housing. As Federal Housing Commissioner, Montgomery directed the $600 billion FHA insurance portfolio (as of 2009) as well as HUD’s Office of Housing while administering an $8 billion budget with more than 3,200 employees. Within the Office of Housing are the offices of Single Family and Multi Family Housing, Insured Healthcare Facilities, and Regulatory Affairs which includes Manufactured Housing and oversight of the Real Estate Settlement Procedures Act (RESPA). Previously, Montgomery served as Deputy Assistant to the President and Cabinet Secretary in the Executive Office of former President George W. Bush. As a member of President Bush’s senior staff, Montgomery directed the office that helped manage President Bush’s relationship with his Cabinet and all Federal agencies in the Executive Branch. Montgomery also held senior level positions in the Administration of former Texas Governor George W. Bush at both the Texas Department of Commerce and Texas Department of Housing & Community Affairs between 1995 and 1999. Following Montgomery’s Presidential nomination and Senate confirmation in June 2005, he began the effort to help reform and modernize the FHA which at the time had a historically low market share of only three percent. That effort finally came to fruition with passage of the Housing and Economic Recovery Act in 2008. Working with the White House Domestic Policy Council, Montgomery helped create the FHASecure program which refinanced more than 500,000 at-risk sub-prime borrowers during a 15-month period. In addition to helping these borrowers avoid foreclosure, FHA also pumped more than $300 billion of much needed mortgage liquidity into the market during this time. Also under his leadership, FHA implemented Business Process Re-engineering/LEAN into the Section 232/242 programs and the Office of Single Family Housing Philadelphia Homeownership Center in 2008. He also began the process to update FHA’s antiquated IT infrastructure concurrent with the initial groundwork to implement strong risk management protocols including the utilization of anti-fraud tools within the Office of Single Family Housing. Another one of Montgomery's priorities while at HUD was the preservation of affordable multifamily rental housing, achieved primarily through mortgage insurance as well as flexible refinancing options. sing. Montgomery also led HUD’s efforts to reform the 30-year-old Real Estate Settlement Procedures Act (RESPA). The publication of a final rule in November 2008 with a one year implementation beginning January 2009 was the culmination of more than five years of effort by the Department to provide more transparency and consumer protections during the loan settlement process. Montgomery's time at HUD was also marked by extensive work with Hurricane Katrina disaster victims. He chaired HUD's Hurricane Recovery and Response Center at Headquarters and helped coordinate and secure temporary and long-term housing for displaced persons through the creation of the Disaster Housing Assistance Program. Montgomery serves on the Board of Directors of Kuity Corporation of San Diego, a predictive analytics and software integration firm. He previously served on multiple boards including the Federal Housing Finance Board (2005-2008), the Housing and Economic Recovery Act of 2008 Oversight Board (2008-2009), and NeighborWorks America Board where he also served as Chair of the Corporate Administration Committee (2005-2009). For all these efforts, Montgomery has been recognized with awards from the National Association of Home Builders, the HUD Office of the Inspector General, the National Foundation for Credit Counseling, the National Association of Hispanic Real Estate Professionals, LendersOne National Alliance of Mortgage Bankers, and NeighborWorks America among others. During his tenure as Federal Housing Commissioner, Montgomery has delivered speeches at numerous housing conferences including those sponsored by the National Association of Realtors, National Association of Homebuilders, Mortgage Bankers Association, National Affordable Housing Management Association, and the National Association of Hispanic Real Estate Professionals, among others. While at the White House, Montgomery contributed to the policy process on a wide range of issues including affordable housing, mortgage finance, homeland security, energy, and disaster recovery. Following the space shuttle Columbia accident in February 2003, Mr. Montgomery headed up a White House working group to monitor all facets of the accident investigation. This ultimately led to the process that developed President Bush’s vision for space exploration. For this effort, Mr. Montgomery was awarded the NASA Exceptional Service Medal in June 2004. During January 2001 to January 2003, Montgomery served as Deputy Assistant to President Bush and Director of Advance, serving as one of a handful of staff traveling with President Bush on September 11, 2001. Montgomery also served in the Executive Office of President George H.W. Bush between 1990 and 1993. Early in his career, he spent several years as a marketing and management executive in the chemical processing industry in Houston, Texas. While serving as FHA Commissioner, Montgomery participated in numerous media articles and interviews with news organizations including the Washington Post, New York Times, Houston Chronicle, MONEY magazine, Wall Street Journal, USA Today, Dow Jones Newswire, Bloomberg, and Business Week as well as appearances on CNN, CNBC (Kudlow), FOX Business Channel, Bloomberg TV, C-SPAN, and NPR. Montgomery was the featured speaker at the National Press Club in June 2008. Montgomery also recently appeared on the History Channel program “President’s Book of Secrets” in November 2010. Montgomery remains active in furthering activities that promote and preserve affordable housing including participation in the Multifamily Housing Committee at the National Housing Conference and the Housing Recovery Coalition. Montgomery is a graduate of the University of Houston and also attended the University of Texas at Austin studying political science and general business.
