Flew combat sorties in both Iraq and Afghanistan. After piloting the A-6E as a junior officer, Commanded Strike Weapons and Tactics School, Atlantic, Strike-Fighter Squadron ONE THREE ONE, and Carrier Air Wing EIGHT. Considerable Overseas Experience: Commander, Navy Region Europe, Africa, Southwest Asia and Commander Maritime Air Naples from 2008-2010. Served as Executive Officer to the Supreme Allied Commander, Europe / Commander, United States European Command from 2002-2006. As a senior member of this multi-national staff, experienced daily interaction with senior military and civilian personnel from nearly all 26 NATO nations. Recipient of numerous distinguished military awards. ______________________________________________________________________________ Special Assistant to the Director, Navy Staff U.S. Navy November 2010 - June 2011 Completed special projects for the Chief of Naval Operations and the Director, Navy Staff. ______________________________________________________________________________ Commander, Navy Region Europe, Africa, Southwest Asia U.S. Navy March 2008 - August 2010 Commanded all U.S. Navy bases and provided infrastructure, logistical, and service support to operational units, personnel, and families assigned to Europe, Africa, and Southwest Asia. Selected Achievements Developed and executed a strategic plan that resulted in systemic and innovative change while simultaneously leading the merger of two Navy Regions with no increase in staff or funding. Successfully drove team efforts to correctly identify core programs and strip away cost drivers that had no relationship to mission accomplishment. Results were an 18 % cost reduction of an $800M budget in less than two years while improving essential services. Commanded the only Navy Region (out of eleven world-wide) to return funding for re-allocation during FY10. Successfully negotiated several bilateral agreements with a number of nations and foreign businesses ranging from treaty and bilateral agreement modifications, to labor and leasing agreements. Results included substantial savings as a result of host nation civilian labor force reductions, increased basing rights, which improved operational access, closure and turn-over to host nations of unnecessary U.S. installations and activities in Europe, and expansion of the U.S. footprint in Bahrain, Djibouti, and the United Arab Emirates. amilies assigned to Southern Italy. This highly complex undertaking required working relationships and successful coordination with local, provincial, and national Italian government officials. It also required execution of a strategic communications plan that balanced sensitivities of host nation officials and reporting by host nation, international, and U.S. press, while simultaneously ensuring the U.S. Embassy in Rome, Navy leadership, and the U.S. community in Naples were provided timely and accurate information. ______________________________________________________________________________ Commander, Maritime Air Naples U.S. Navy March 2008 - August 2010 Operational command and employment of NATO aircraft in support of Allied Component Command, Naples, Italy and Joint Forces Command, Naples, Italy. Directed the operation of numerous U.S. and other NATO aircraft in support of OPERATION ACTIVE ENDEAVOUR as well as other NATO and Coalition operations. ______________________________________________________________________________ Director, OPNAV DEEP BLUE U.S. Navy March 2006 - March 2008 Director of the Chief of Naval Operations chartered "€œthink tank"€; DEEP BLUE. Led this strategically focused group of warfare, intelligence, and fiscal experts charged with analyzing and providing recommendations dealing with issues of strategic importance to both Department of the Navy and Department of Defense. Selected Achievements Authored an extensive CNO chartered "€œDominance Study" which provided new perspectives on how to think about sea power, and has subsequently informed future year Navy acquisition strategy. This study also outlined a way forward that would ensure continued operational superiority of U.S. Naval forces in the face of shrinking budgets. Developed an organizational and implementation plan that optimized support by conventional Navy forces for Irregular Warfare (IW). This plan resulted in the establishment of Navy's office of Irregular Warfare and significantly improved Navy's world-wide performance in Irregular Warfare operations. ______________________________________________________________________________ Commander, Carrier Air Wing EIGHT (CVW-8) U.S. Navy June 2001 - October 2002 Commanded CVW-8, a 70 aircraft, eight squadron, 2,500 personnel carrier air wing embarked in USS ENTERPRISE. Selected Achievements Led Air Wing EIGHT into combat in both Iraq and Afghanistan as a pilot of both F-18C and F-14A aircraft. CVW-8/USS ENTERPRISE, were the first U.S. military forces off the coast of Pakistan following the attacks of 9/11/01. Led the initial weeks of strikes into Afghanistan as part of OPERATION ENDURING FREEDOM. This was the first time a carrier-based naval air force from any nation was tasked with conducting sustained strike operations at the extreme ranges required in this conflict, and was achieved without any reduction in sortie generation rates. In addition, this was the first war in which a carrier air wing made exclusive use of smart weapons and airborne retargeting which resulted in direct hits with over 95% of all ordnance delivered. ______________________________________________________________________________ Commanding Officer, Strike-Fighter Squadron ONE THREE ONE (VFA-131) U.S. Navy 1995 - 1997 Commanded a 12 aircraft, 200 personnel carrier-based F/A-18C strike-fighter squadron. ______________________________________________________________________________ Commanding Officer, Strike Weapons and Tactics School, Atlantic (SWATSLANT) U.S. Navy 1992 - 1994 Led a staff of aviation specialists charged with weapons system and tactical training and certification of all east coast A-6E and F-14A/B/D aviators. ______________________________________________________________________________ United States Naval Academy Bachelor of Science 1974 - 1978 ______________________________________________________________________________ Interboro High School 1970 - 1974 ______________________________________________________________________________
