Executive Director, Knox County Economic Opportunity Council, 1965-1967. Research Scientist, New York University, 1967-1968. Consultant and Project Manager, Volt Information Sciences, 1968-1971. Director of Planning and Evaluation, National Urban Coalition, 1972-1974. President and COO, KENCO, 1974-1993. Management Consultant and president of the P2C2 Group Inc. Clients include Coppin State University, technology companies, national nonprofits, the White House, SBA, and U.S. Departments of Agriculture, Education, HHS, Homeland Security, Justice, Labor, Treasury, and Federal Reserve System, 1994-present. Residence in the Washington DC metro area since 1968. Three children born 1980 - 1982. Divorced. Living with Significant Other.
School
Biggest crush: someone unattainable in a different universe. She shall remain unnamed.
Teachers: Several ROTC instructors were invaluable in providing me with the rudiments of strategy, tactics, organization, and discipline; these were all things that served me well in multiple work environments and consulting engagements. Mr. Mulloy (sp?), Physiography, taught me the sheer joy of exploration and observation. Mrs. Swan, English VIIM, connected the dots for the relationship between literature, music, and culture.
Do it again? Sure thing; no regrets. I married my high school steady. That just lasted a few years, but we sure learned a lot ... and grew up. Great person; hope she's doing well.
Craziest: Writing "best wishes" in someone's yearbook in a style that could be interpreted as lewd.

Indiana University, 1963 - 1965
Journalism (master's all but thesis) and initial work for doctoral in mass communication (incomplete). Sigma Delta Chi Professional Journalism Society. Instructor, Writing for Publication. Student writer for Indiana Daily Student. Favorite: I.U. opera performances.
Workplace
Jim is owner and lead consultant of a professional firm that provides enterprise and program management consulting services to the public sector. Currently performs subcontracts for the Federal Government through prime contractors. Consulting engagements for 2007 are below.
Department of Homeland Security. Contractor for the Enterprise Business Management Office, Office of the Chief Information Officer, Department of Homeland Security. Supports DHS business transformation through alignment of investment portfolios with enterprise architecture, acquisition management, and financial management.
Federal Reserve Bank of Richmond. Corporate principal for multiple Capital Planning and Investment Control (CPIC) projects for Treasury Financial Management Service systems, including those responsible for grants payments and intragovernmental transfers.
Department of Education. Developed the information burden estimate for the Migrant Student Information Exchange (MSIX), an automated system interfacing with State Education Agencies. Prepared quantitative model. Completed form OMB 83-I and all attachments. Prepared the package for publishing in the Federal Register.
