Commander Lipp, a native of Westport, Connecticut enlisted in 1977 as a Machinist Mate and attended nuclear power training at Orlando, Florida and Ballston Spa, New York. He served as an instructor until August 1981, when he was selected for a Naval Reserve Officer Training Candidate Scholarship. He graduated from the State University of New York in 1985, earning a Bachelor of Engineering in Electrical Engineering.
After completion of training at the Naval Submarine School in Groton, Connecticut, he reported to the USS Swordfish (SSN-579) in October of 1985 where he served as Assistant Weapons Officer and Weapons Officer. USS Swordfish completed a western Pacific deployment, and preparations for decommissioning.
Commander Lipp, subsequently, attended officer nuclear power training in Orlando, Florida and Windsor, Connecticut. In September of 1998, he reported to the USS Augusta (SSN-710) and served as the Chemistry and Radiological Assistant, Main Propulsion Assistant, Damage Control Assistant and Combat Systems Officer. USS Augusta completed several northern deployments, sonar systems testing and under ice operations.

arine NR-1 Duty Officer. He coordinated all tomahawk training and preparations for Operation Desert Storm.
Following Submarine Officer Advanced Course, he reported to Pre-commissioning Unit Tucson (SSN-770) as the new construction engineer in June 1993. Following initial trials, Commissioning, and Post Shakedown Availability Commander Lipp was assigned to the Naval War College in Newport, Rhode Island. He received his Masters of Arts degree in National Security and Strategic Studies in March 1998.
He reported as Executive Officer of USS La Jolla (SSN-701) in April 1998. USS La Jolla completed as change of Homeport and a two-year Refueling Overhaul. Commander Lipp transferred in August 2000 after being promoted to Commander.
In September 2000, Commander Lipp was assigned to Commander Submarine Development Squadron Twelve staff as Sonar Systems Department Head. During this assignment he managed the development of the ARCI program and conducted many international submarine exercises.
He transferred to the Submarine Learning Center in January 2004 where he served as the fleetÂs liaison with the training center as the Functional Integration Manager.
Commander Lipp is authorized to wear the Meritorious Service Medal, Navy Commendation Medal with three gold stars, Navy Achievement Medal, Navy Expeditionary Medal, Good Conduct Medal and the National Defense Medal with one bronze star.
