Jeffrey's Story

Life JEFFREY GUYNE, P.E. Jeffrey” Guyne was born in Indianapolis, Indiana. He attended Emmerich Manual High School in Indianapolis and graduated from North Montgomery County High School. After high school, he served one tour of duty in the Air Force from 1972 through 1975 where he was a Munitions Maintenance Specialist. After completing his technical school training at Lowry AFB in Denver, Colorado, his tour included assignments at Edwards AFB, California; Ubon, Thailand; and Eglin AFB, Florida. He received his Bachelor of Science Degree in Civil Engineering from the University of Texas at Arlington in December of 1984 and received his professional engineer license from the state of Texas in December of 2002. He started working for the U.S. Army in January 1985 at the U.S. Army Corps of Engineers District in Ft. Worth, Texas serving as an Engineer Intern at the Resident Office at Carswell AFB. In March 1986 he transferred to the US Army Europe Engineer Intern Program and was stationed at Karlsruhe, Germany where he worked in the Directorate of Engineering and Housing (DEH) for the 291st Base Support Battalion. After his graduation from the Intern Program, he served as the Contracting Officer'’s Representative for construction projects at the Karlsruhe Military Community. In October 1989 he was promoted to the position of Chief, Job Order Contracting Branch. This assignment required establishment of a Branch for the management of one of the original 13 Job Order Contracts in Europe. As a result of the effective management of this contract in support of the mission of the community through construction contracting, Mr. Guyne received the USAREUR award for DEH Support Executive of the year in 1991. In May 1992 he was detailed with a temporary promotion to the position of Chief, Engineering Plans & Services Division for the Karlsruhe Military Community. Upon his departure from Germany in 1993, Mr. Guyne received the Commanders Award for Civilian Service. In June 1993 he returned to the United States for an assignment at Fort Bragg, North Carolina working for the U.S. Army Special Operations Command (USASOC), Deputy Chief of Staff, Engineer. He served there as Chief, Engineering Division. This assignment included development and execution of the Military Construction design and construction program for USASOCs area of operations within CONUS to include Ft. Bragg, 7 major Host Installations, and 89 Special Operations Reserve locations. aining Center at Fort Brag, North Carolina; Repairs to the Vertical Wind Tunnel at Fort Bragg, NC; Battalion Headquarters for the 75th Ranger Regiment at Fort Benning, Georgia; and the Parade Field upgrade and moving the Special Forces memorial statue to its permanent home at USASOC Headquarters on Fort Bragg, NC. Upon his departure, Mr. Guyne received the Achievement Medal for Civilian Service from USASOC. In January 1998 he returned to Europe with an assignment in Vicenza, Italy. During his time at the 22nd Area Support Group he worked his way up the management chain serving as the Chief, Installation Management Branch, Chief, Engineering Plans & Services Division and finally as the Deputy Director, Public Works. Mr. Guyne also served as the Acting Director of Public Works for an 8 month period due to a long term TDY of the incumbent. Upon his departure, Mr. Guyne received the Superior Civilian Service Medal from the Southern European Task Force and 22nd Area Support Group. In June of 2003 he returned to the United States with an assignment at Fort Sam Houston, in San Antonio, Texas with the Installation Management Agency, Southwest Region Office, Public Works Division and served as a general engineer within the Master Planning Branch. This assignment included development and execution of the Military Construction design and construction program for the SWRO, IMA'’s area of operations to include 22 major Army installations located in 8 states in the Southwest Region. During the period from September 2004 to March 2005, he volunteered for a temporary assignment with the Corps of Engineer District in Afghanistan. During this period he served as the lead program manager for the district and the primary Corps of Engineers liaison with the Combined Joint Task Force command staff. After his return to Fort Sam Houston, in November of 2005 he was promoted to the Lead Master Planner position and then in September of 2007 he was promoted to the Chief of the Master Planning Branch. In March 0f 2008 he transferred to the US Army Medical Command at Fort Sam Houston. He served there as a senior program analyst within the Army Medical Department Transformation Directorate. In September of 2010 he returned to the Installation Management Command where he worked at the Headquarters IMCOM Public Works in the Facilities Management Branch. He served as Branch Chief for the Enterprise Engineering Services Branch where he managed the Army's Restoration and Modernization program. In December of 2014 Jeff returned to Germany where he is currently serving as the Region Master Planner for IMCOM- Europe and Chief of the Real Property Branch.
