Judith's Story

I attended Cathedral High School on Chicago's Gold Coast from September, 1967 to the spring of 1969. I transferred to Thomas Kelly High School on Chicago's near southwest side in September of 1969 and graduated from there in 1971. I was accepted at Chicago Musical College, Roosevelt University and majored in Music (education) with a minor in Voice. Upon graduation from Roosevelt in September, 1975, I was admitted to the College of Urban Planning at the University of Illinois (Chicago Circle). During this time, I was an Urban Intern at the City of Chicago's Department of Planning and Development. I finished the coursework at U of I in 1977 and upon completion of my graduate project, "Corporate Support of the Arts", a Monograph, graduated with my Master's in Urban Planning & Policy (MUPP) in December, 1979. I spent the years of 1977-1981 working for newly minted Chicago Council on Fine Arts and the Chicago Department of Planning & Development as a City Planner. During this time, I worked with every major Museum in Chicago that was on public land to assist them in moving forward with their accessibility projects. (This was well before the ADA federal law. So, we were in uncharted territory). I worked with the Adler Planetarium, the Art Institute of Chicago, the Chicago Academy of Sciences (now the Nature Museum), the Chicago History Museum, the Chicago Symphony Orchestra at Orchestra Hall, the Field Museum of Natural History, the Museum of Science & Industry, and the Shedd Aquarium. In 1982, upon attending a meeting of Chicago Women in Government Relations, I became aware of the Mid-Career Master's program at the John F. Kennedy School of Government. Three of the representatives of the Chicago Cultural Institutions that I had worked with on Accessibility wrote letters of support for my application. (You know who you are). I am eternally grateful to these individuals. I applied to the Kennedy School and was accepted. So, off I went to Cambridge, Massachusetts where I enjoyed the time of my life taking classes in the undergraduate school, in the Education School, at the Law School, and in the Business School as well as at the Kennedy School. I had Professors such as Robert Reich, who later became Secretary of Labor, former Governor Michael Dukakis, who ran for President of the United States in 1988, and Federal Appellate level Justice Stephen Breyer, who became a Justice on the United States Supreme Court. I worked on a business consulting project for WGBH Boston; wrote a paper about the Chicago Fire Strike, and a monograph on Airline Deregulation and the Impact on Labor. It was indeed a heady time. In June, 1982, I graduated from the Kennedy School with a Mid-Career Master's in Public Administration (MC/MPA). My fortieth anniversary (this is being written in 2021) is quickly approaching. this Governor was headed to the White House. I had no interest in not returning to my home town, so I did not follow up on his suggestion. Instead, I came home to Illinois and helped to work on Adlai Stephenson's campaign for Governor. His attempt failed. But, I made several good connections which would later propel me back into City government. In 1986, I rejoined the City of Chicago in the Department of Aviation where I would stay for the next 18 years. During this time, I was Noise Abatement Director; I handled all of the movie shoots that came to the Airport System; I managed the Department's computers and, lastly, after 9.11, I oversaw the operation of the Airports' ID Badging Office. There are many stories to tell. But, they are best left unwritten and stored in the recesses of my mind. In 2004, I retired from the City as the result of a buy-out that became a wonderful opportunity to spend time with our daughter. But, College was awaiting our daughter and we, as a couple - my husband and I, realized that we needed more cash flow to help keep things afloat. So, back to work I went in 2009. All good things must come to an end ... you know. In 2009, I joined Cook County's Department of Planning and Development in the Bureau of Economic Development. It was there, during ARRA under President Obama, that a co-worker and I authored grant requests for Cook County. $38.5 million dollars in funding to Cook County was released as a result of these efforts. The proposed projects included many infrastructure items including cutting edge energy projects in Chicago' suburbs. But, a change in plans was in the offing. I was offered a job managing a new grant program for The John Marshall Law School, now UIC Law. I accepted and built a program that underpins the law schools' Clinical Outreach programs such as the Fair Housing Clinic, the Veterans Legal Clinic, and the Pro Bono Clinic. And, this position allowed me to circle back around to my love of music by joining the Chicago Bar Association Chorus where I sing in the Alto section. In 2016, Toni Preckwinkle, President of the Cook County Board nominated me for a member position on Cook County's Zoning Board of Appeals. On June 7th, 2016, I became the first woman to serve on that Board. And that brings us up to date. I continue to raise funds from Federal, State, County and Local government funding programs, as well as from Public, Private, and Family Foundations and Cy Pres funds from the Court for programs at UIC Law. And, I work on zoning matters and occasionally get to lecture about the experience of being on a Zoning Board, concerned with the unincorporated parts of Cook County's 945 square miles, to graduate level classes. It has been a wonderful life - made better by my partnership with my husband of 30 years, Thomas Jaconetty. There have been travails - make no doubt. But, for the most part - it truly has been a wonderful life!
