On 20 September 2004, I started working for iGov Technologies, Inc. iGovTech is a small business, information technology company based out of McLean, Virginia. In October 2005, our company was awarded a five year, information technology contract in support of US Special Operations Command. I am the Program Manager for this contract, the Tactical Local Area Network (TACLAN). TACLAN is an information technology contract in support of USSOCOM's tactical special operations forces deployed worldwide. I am based out of Tampa, FL, and Maureen and I continue to live in Apollo Beach in the Tampa area. Military COL John Manning Bolchoz officially retired from the United States Army on 31 October 2004 after more than 26 years of dedicated military service. COL Bolchoz was born and raised in Charleston, SC. He entered the Army and was commissioned a Second Lieutenant in the Military Intelligence Corps upon graduation from the United States Military Academy, West Point, NY, in 1978. He has a Bachelor of Science Degree from West Point and a Master of Science Degree in Computer Science from the Naval Postgraduate School, Monterey, CA. COL Bolchoz began his military career with the 101st Airborne Division (AASLT), Fort Campbell, KY, in 1979 where he served consecutive assignments as: S2, 1-3 Air Defense Artillery Battalion (Vulcan) (Towed); Division Special Security Officer; Commander, 265th Army Security Agency (ASA) Company; and Commander, Collection and Jamming Company, 311th Military Intelligence Battalion (CEWI). In 1984, he served in the Republic of Korea as the Assistant S3 for Plans, Training, and Readiness, 3rd Military Intelligence Battalion (Aerial Exploitation), and Executive Officer, Company A (Mohawk), 3rd Military Intelligence Battalion (AE). gton, D.C., as an imagery analyst and as an imagery collection and exploitation manager. From 1991 – 1993, COL Bolchoz served as Battalion Commander, 747th Military Intelligence Battalion, Republic of Panama. In 1993, he was assigned to the J2, United States Special Operations Command, MacDill Air Force Base, FL, where he served as the Chief, Special Actions Branch and Chief, Collection Management and Requirements Branch. In July 1996, COL Bolchoz assumed command of the 732nd Military Intelligence Battalion, Schofield Barracks, HI, which he commanded until June 1998. From 1999 until 2001, he served as Chief, Intelligence Operations Division and Deputy Director of Intelligence, Directorate, US Special Operations Command. COL Bolchoz served as the Assistant Chief of Staff, G2, Eighth US Army, Republic of Korea, from 2001 until 2003. Most recently, and until his retirement, COL Bolchoz served as the Chief, J2 Systems Division, US Central Command, MacDill Air Force Base, Tampa, FL. COL Bolchoz is a graduate of the Military Intelligence Officer Basic and Advanced Courses; the Imagery Exploitation Basic and Advanced Courses; the Combined Arms and Services Staff School (CAS3); the U.S. Army Command and General Staff College (CGSC); and the Armed Forces Staff College. He is a 1999 graduate of the United States Army War College. COL Bolchoz’ awards and decorations include the Defense Superior Service Medal, the Legion of Merit, the Defense Meritorious Service Medal w/ 2 Oak Leaf Clusters, the Meritorious Service Medal w/ 3 Oak Leaf Clusters, the Joint Service Commendation Medal, the Joint Service Achievement Medal, the Korean Defense Service Medal, the Global War on Terrorism Medal (Expeditionary), the Global War on Terrorism Medal (Serivce), the National Defense Service Medal w/ 2 Bronze Stars, the Joint Meritorious Unit Award w/ 2 Oak Leaf Clusters, the Army Superior Unit Award, the Overseas Ribbon w/ Numeral 4, and the Army Service Ribbon. COL Bolchoz is a recipient of the Military Intelligence Corps Association’s Knowlton Award and has also earned the Airborne and Air Assault badges. COL Bolchoz is married to the former Maureen W. Sullivan, also of Charleston, SC. Manning and Maureen have three sons: Manning Jr. of Tampa, FL; Ryan of Washington, DC; and Patrick of Tampa, FL.
