Mervin's Story

In 1958 after graduating from Castlemont, I attended San Jose State College for two years majoring in Police Science. In August 1960 after depleting my funds for school, I went to work at Capwell's Department Store in Oakland as a salesman in Men's Sportswear. In June 1962, I entered Capwell's Management Training Program and my first assignment as a trainee was Linens and Domestics as a Head of Stock and later an Assistant Department Manager. In May 1964 I was promoted to Department Sales Manager and administratively transferred to Housewares and Major Appliances in Hayward until I left for the CHP in December 1965. I still look back on my time at Capwell's with fond memories, this was a great company to work for, surrounded by wonderful people, truly a memorable time in my life. In September 1961, I attended Oakland Police Department's Academy for Reserve Police Officer. I served as a Reserve Police Officer until 1964 when I was promoted to Sergeant. In December 1965 I resigned from both Capwell's and OPD as a Reserve Police Officer when I entered the CHP Academy. In December 1965 I entered the California Highway Patrol Academy in Sacramento and upon graduation after 16 weeks of training, I reported to the San Leandro CHP office. In 1971, I was assigned to Zone III in San Francisco, later to be named Golden Gate Division, to work on a special CHP project. This assignment required me to travel from Santa Rosa to Monterey, working in a different area daily for the next eight years. When this program ended in August 1979, I returned to the Hayward Area until 1984. In January 1984, I was promoted to Sergeant and assigned to the East Los Angeles Area for four months. Later that year, I transferred to the San Jose Area and in 1987 to the Hayward Area until my retirement in December 1994, following 29 years of service. During my tenure with the CHP, I was also assigned to the CHP's Protective Services Unit and assigned to work in concert with the United States Secret Service in planning motorcades and security for both visiting dignitaries and heads of state. In 1983 Golden Gate Division's Protective Services Unit was awarded the California Highway Patrol Commissioner's Unit Citation and a Commendation from the Director of the United States Secret Service for exceptional achievements and exemplary performance in dignitary protection. I was also selected by my supervisors to be a FTO (Field Training Officer) to new officers assigned to our area upon graduation from the academy. I was also selected to serve as a DRE (Drug Recognition Expert) and after additional training served in this capacity during my career on the CHP. In 1972 I received my Standard Designated Teaching Credential from the State of California which allowed me to instruct students at the Adult Education and Community College level. As a part time instructor for the Castro Valley School District, I taught Driver Improvement classes at Canyon High School in the evenings, twice a week, for 12 years. These classes were made available to drivers through the Hayward/San Leandro Municipal Court who wanted to keep their traffic violation off their driving record. These drivers were able to exercise this option only once, this program is known to most of us as attending "Traffic School". g instruction at the Hayward Airport, and.successfully completing both a FAA written and practical examination. In 1978 I purchased a 1977 Cessna 152 II (two seat) airplane and later purchased a half interest in a 1978 Cessna 172 (four seat) as well. I then formed Smokie Aviation based at the Hayward Airport and leased both aircraft to a flying school. In 1986 I sold both aircraft and closed Smokie Aviation's doors. I was first married in 1963 to Janice Merboth, a lady I met at Capwell's for 9 years, then again in 1977 to a former Castlemont classmate Paulette Thompson for 23 months. In August 1989 I met my current and final wife Blanche on a cruise ship. Blanche lived in Chatham New Jersey, and we did the cross-country dating until she moved to California in December 1990 and were married in April 1991. Blanche wasn't happy living in California and wanted to move back to New Jersey, so when I retired in 1994, we moved to Interlaken New Jersey. Blanche and I just recently celebrated our 32nd anniversary. The Borough of Interlaken is a small residential community at the Jersey Shore with 14 streets, 394 homes and less than 900 residents. Our two-story center hall colonial home was built in 1926 and we are 3/4 of a mile from the beach. Every morning you will find Blanche and I on the beach with our two dogs, Buddy a 79-pound mutt rescue and Buster, a 77 pound 18-month-old American Field Chocolate Labrador Retriever. Sadly, we lost both our pets Bosco and Sophie. Shortly after moving to New Jersey, I attended Northwestern University's Traffic Institute in Evanston Illinois studying Accident Reconstruction. During this time, I had applied to the New Jersey State Police and received my Private Investigators License, I then founded Mervin F. Franks, Private Investigations and worked for several major law firms on accident and personal injury cases for 26 years. Blanche is a successful Broker/Sales Representative for Heritage House-Sotheby's, International Realty. In 2003, I also obtained my Real Estate License and only use my license to assist Blanche in her business. Both Blanche and I have never had children. Our family consist of our two dogs and Pauli the cat. In August 2014, I was appointed to replace a Councilman that resigned his seat on the Interlaken Borough Council, which consist of six Council members and a mayor. On November 4, 2014, I was elected to fill the remaining unexpired one-year term. During my 27 years in Interlaken, I was the Coordinator for the Office of Emergency Management and have served on both the Planning Board and Recreation Committee as well as being active in my community's affairs. On November 3, 2015, I was re-elected to the Borough Council as a Councilman for the next 3 years. On January 1, 2019, my tenure ended as a Councilman at which time I was presented with a "Mayor's Proclamation" honoring my commitment to the betterment of my community for the past 25 years. On November 3, 2020, I was elected Councilman for 3 years and again on November 7, 2023. At the end of this term, I will have served for the past 10 years. At 83, this obviously will be my last Rodeo. In September 2014, I applied to and was accepted into the New Jersey Police Honor Legion. This fraternal organization is limited only to those law enforcement officers who have been recognized for deeds of valor. Updated: November 2023
