Neely's Story

Life Mr. Neely Moody Mr. Moody, as a member of the Department of Defense (DOD) Senior Executive Service (SES), was appointed the Inspector General (IG), Defense Intelligence Agency (DIA), in March 2003. Mr. Moody's responsibilities are to promote the economy, efficiency, and effectiveness of DIA programs, functions, and operations - and to ensure compliance with applicable federal statutes; executive orders; and Director National Intelligence (DNI), Department of Defense (DoD) and DIA directives, regulations, and policies. He fulfills these responsibilities through the conduct of financial and performance audits; inspections and evaluations; criminal and intelligence oversight investigations; and workforce assistance. After retiring from the U.S. Air Force (USAF), Mr. Moody joined DIA in 1983. His over 40 years of combined military and civilian service cover many career specialties - security, counterintelligence, law enforcement, munitions maintenance, aircraft maintenance, and USAF Office of Special Investigations. Prior to his appointment as the IG, Mr. Moody served as DIA's Chief, Diversity Management and Equal Opportunity (EO), where he was responsible for developing and implementing agency EO, and diversity management policy programs and procedures. During his tenure as Chief, Personnel Security Division, DIA, he managed the agency's personnel security program and promulgated DCI personnel security policies within DoD. Primary areas of focus included security case management, counterintelligence and security investigations, the agency polygraph program, and adjudicating security clearance/access eligibility for DIA personnel as well as personnel with the Office of the Secretary of Defense, Joint Chiefs of Staff, and several defense agencies. Mr. Moody has a broad-range of administrative, operational, management, and leadership experience in counterintelligence, counternarcotics, counterterrorism, and other intelligence activities. He has trained at the FBI Academy, AFOSI Academy, Armed Forces Institute of Pathology, CIA, NSA, and a host of other institutions. Mr. Moody also completed the Intelligence Community (IC) Senior Leadership Program, the National Security Leadership Program (Syracuse University), the IC Executive Leadership Program (Northwestern University), Leading in the National Intelligence Community (Harvard University) and the IC Fellows Program. Mr. Moody is a certified Inspector General and a Certified Protection Professional. His academic accomplishments include earning a BS in Business Management and a MS in Human Resources Management and Development. Mr. Moody's military and civilian decorations and awards include the USAF Meritorious Service Medal, Air Force Achievement Medal, Presidential Rank Award for Meritorious Executive in the Defense Intelligence Senior Executive Service, and DIA Director's Award for Exceptional Civilian Service, DCI's Meritorious Unit Award and the NAACP Award of Recognition for EO, Affirmative Action, and Public Service. He enjoys sports including coaching, private piloting, and is a scuba instructor. In addition to his continuing engagement with the DOD, Department of Homeland Security, and the Intelligence Community, Mr. Moody holds the position of Chief Operating Officer for a firm in Maryland.
