Nick Tomlin is the President of Divergent Technology Solutions, LLC (DTS).
Before founding DTS, Mr. Tomlin served as the President & CEO of the Office of Law Enforcement Technology Commercialization (OLETC). A program of the National Institute of Justice, OLETC is charged with the development and deployment of a national program to assist in the commercialization of innovative technology for use by the law enforcement, corrections, and homeland security communities. Prior to his appointment to OLETC in 2000, Nick had over 13 years of experience as a law enforcement official in positions ranging from foot patrol officer to Chief of Police while serving in both urban and rural environments. Mr. Tomlin currently serves as a member of the OLETC Technology Advisory Council and the Gerson Lehrman Group Technology Council.
Nick Tomlin began his law enforcement career with the Baltimore City Police Department in 1987. During his tenure in Baltimore, Mr. Tomlin held numerous positions ranging from foot patrol officer to motorcycle officer until his promotion to Detective in 1990. As a Detective, he was deputized as a Special Deputy United States Marshal and worked as an undercover operative in the Drug Enforcement Section on loan to various federal law enforcement agencies including the Drug Enforcement Administration and the Bureau of Alcohol, Tobacco and Firearms. Mr. Tomlin specialized in drug enforcement in public housing environments and in the covert infiltration of high-level drug trafficking organizations. the violation of state and federal narcotics laws. He was then assigned to the Homicide Unit, where he investigated homicides as well as all police-involved shootings. While a member of the Baltimore City Police Department, Mr. Tomlin was awarded the Silver Star, the agencyÂs second highest official commendation.
In 1996, Mr. Tomlin accepted a position as a Criminal Investigator with the DeForest Police Department in DeForest, WI. His duties included the investigation of all crimes occurring within the jurisdiction, media relations, service as the Lead Agent for the Dane County Narcotics and Gang Task Force, internal investigations and first-line supervision of the agencyÂs uniformed officers. During his tenure with the DeForest Police Department, Mr. Tomlin maintained a documented case clearance rate in excess of 96% while investigating cases ranging from homicide to sexual child abuse. Mr. Tomlin was awarded the Wisconsin Professional Police AssociationÂs Citation of Merit in 1997.
In late 1997, Mr. Tomlin accepted a position as the Chief of Police of the Belleville Police Department in Belleville, WI. His accomplishments included the implementation of innovative and community-based initiatives that resulted in a significant reduction in index crime over a two-year period.
Nick Tomlin attended Rutgers University where he majored in Administration of Justice. He has taught courses related to drug enforcement, officer safety and death investigation to the members of over one hundred law enforcement and corrections agencies nationwide. He also served as a member of the search and rescue effort at the site of the World Trade Center attacks from September 11th until September 16th, 2001.
