Paul's Story

INFORMATION/RESUME: Paul Green brings real world leadership experience to activities in which he involves himself. MILITARY: He is a decorated military veteran whose 24-year United States Air Force career resulted in his receiving a Top Secret security clearance and his being promoted to the grade of Senior Master Sergeant -- a position that placed him in the top two percent of all enlisted members in the Air Force. His military background included 16 years of leadership and management experience as a Communications and Computer Systems Plans and Programs manager with duties that required him to (1) assist the end user define the need, (2) prepare and process the appropriate requests for submission to the proper approval level, (3) brief various levels of leadership to effect that approval, (4) coordinate with all relevant engineering, budget and installation teams and other agencies to ensure proper scheduling, (5) coordinate laterally regarding preparation and installation and (6) ensure proper funding for both equipment and manpower.  Additionally he (7) computed the need for and requested needed manpower and (8) oversaw scheduled training for any ancillary computer assets (including software). Atop those duties, he (9) managed war and other type plans for the organization and (10) was the organizational resource officer (prepared and managed equipment and personnel budgets). Paul was recognized more than once as Airman of the Month and as Non Commissioned Officer (NCO) of the Month or Year. He was the Air Force Communications Command NCO Academy Honor Graduate and was the Air Force Logistics Command (included McClellan AFB) Program Manager of the Year. While stationed in San Antonio, Texas, he was designated Honorary Mayor of the original San Antonio by the City Council as a result of his being singularly responsible for staffing, presenting and gaining approval for a proposal to hold a three-day, 500 bed Air Force Sergeants Association convention at the Hilton and other spillover hotels respectively on and in the area of the San Antonio River Walk. While on active duty, Paul also earned his Associate in Applied Science degree in Electronics and Telecommunications from the Community College of the Air Force plus his Bachelor of Arts degree in History from the University of Maryland and also completed 28 or 32 hours toward a Master of Science degree in Management from LaVerne University (outside Los Angeles). Additionally, he served for one year as interim pastor of First Filipino Baptist Church, Los Angeles, CA, following the leaving of one pastor and the arrival of the called replacement from the Philippines. For 16 years after retiring from the USAF, Paul worked as an independent contractor Regional Vice President with what then was known as Primerica Financial Services, a subsidiary of Citigroup. He held insurance, investment and real estate licenses plus additional certifications such as Consumer Finance Lender license and variable contracts certification. He also served for 18 years as a licensed Notary Public with the addendum designation of Certified Notary Signing Agent. COMMUNITY INVOLVEMENT: Paul's community involvement has been long and distinguished. EDUCATION RELATED Team leader, California Department of Education Legal Compliance Review Committee (textbook review) 7 years Member, California Department of Education Legal Compliance Appeals Committee 4 years Member, California Department of Education 1999 Content Review Panel (one of only two non-educators appointed statewide out of 300 appointees to evaluate textbook content for accuracy and ease of use as a teaching tool). Elected to the Grant Joint Union High School District Board of Trustees as part of the Education First team that was drafted by the community leadership in 1998 (President, 1999) Member, Rio Linda Union School District Language Arts Textbook (Houghton Mifflin) Adoption Committee (one of only two non-educators selected) six months of weekly meetings culminating in his being a presenter on the briefing team that reported out the committees findings to both the school board and then to teachers at multiple school sites. Committee Appointments (one year duration): Urban School Districts Council; Children's Health Task Force and Golden Bell Award Evaluator Docent, Sacramento Discovery (History) Museum April, 2003 - March 2007 Member, North Highlands Children's Coalition 4 years GENERAL Paul, a life member, previously served as one of the 20 elected members of the Air Force Sergeants Association (AFSA) International Executive Council as the president of Division 14 representing the states of Alaska, Oregon and Washington. More recently he served as president of AFSA's then 1300 member and Auxiliary Sacramento (Camellia) Chapter. Paul also served on the North Highlands Recreation and Park Board and was appointed to the Contractor State License Board (CSLB) by Governor Schwarzenegger specifically to represent senior citizens and generally to protect all consumers by determining and overseeing licensing, training, testing and enforcement of the more than 300,000 California licensed contractors while, at the same time, being mindful that all actions needed to be legal, moral and ethical so that the Board, through its regulations and policies, respectively did not place onerous requirements on the industry under regulation or on the staff the Board oversaw through the CSLB Registrar. His appointment to the CSLB later was confirmed by the State Senate without dissent. His other volunteer efforts (in addition to those identified above) include: Captain, local Public Broadcasting Station, KVIE, On-air Fundraising Committee October, 1994 June, 2007 Chairman, North Highlands Visions Task Force (County Supervisors leadership group) three years two as chairman. (now Freedom Park Drive); (2) Approval to replace the 4,000 sq. ft. library at Watt Avenue and Plymouth Drive with the current 12,000 sq. ft. library located at Antelope and Walegra roads, (3) Extended review authority over $300,000 of facade upgrade requests for businesses along Central Watt Avenue by the Sacramento County Board of Supervisors. His responsibility includes serving cooperatively alongside the Air Force Co-chair appointee while, at the same time, representing the community's interests as expressed through coordination with other community members relative to neighborhoods or their diverse representations such as religious, business, or environmental. Paul also specifically represents the education community. He has served in this capacity since 2001, and continues to regularly provide cleanup status updates (to include problems and successes), both written and verbal, at school board meetings or via E-mail to Board members and District superintendents. "Spanky" Roberts Chapter (Chairman, Education Committee with responsibility to oversee both (1) the chapter's tuition assistance programs locally that currently are open to graduating seniors from an accredited public or private high school in Sacramento County who are seeking financial help to attend either an accredited four-year college or university or one of the four Los Rios Community College District two-year colleges (American River, Cosumnes, Folsom Lake and Sacramento City) consistent with chapter guidelines, and (2) the review and processing for submission of applications to the TAI, Inc., national organization to be considered for the national $20,000 scholarship award). POLITICAL INVOLVEMENT: CURRENT: Has been re-elected to another four-year term as a Board Member of the Rio Linda/Elverta Community Water District effective December 1, 2016. The District serves roughly 17,000 people and is expected to add another 20,000 people as new home construction is completed. On recommendation of the his Board, he was elected to serve on the seven-member Sacramento County Local Agency Formation Commissioner (LAFCo) that oversees community growth, city or other agency mergers or spheres of influence changes, etc. Paul was elected to this position by his peers on the 66 independent (water, fire, recreation and park, cemetery to name a few) special district boards to represent them by ensuring their interests were taken into consideration. Additionally, he represents the Water District as a Director of the statewide Association of California Water Agencies (ACWA) and of ACWA's Joint Powers Insurance Agency (JPIA) as well as the Sacramento Groundwater Authority (SGA). ANCILLARY: Manages the private (not affiliated with the Republican Party) Linked In Republican Party group which, as of this writing, has more than 8,300 members. Additionally, he is the published author of a book, "Biblical Wisdom for the 2016 Elections"; a compilation of his published Republican Party group essays. PAST: Paul is the former past Board President of the Grant Joint Union High School District, having been elected in 1998, and a former member of the North Highlands Recreation and Park District. He was a regular member of the California Republican Party and served three terms as an appointed member to the CRP Resolutions Committee. In 2008, he served as the McCain campaign Faith Coalition California Northern District Chair responsible for 42 counties in the Northern, Bay Area and Central Coast Regions as well as a John McCain surrogate speaker. He similarly was a surrogate speaker for Mitt Romney in 2012. Additionally, he was the 2006 Republican nominee for State Senate, District 6, and because of his receiving more than 71,000 votes, he qualified to accept his own appointment and to appoint four others to the CRP. He is an ex officio member of the Sacramento Republican Party Central Committee, past president of the Republicans of River City, the largest (230 members) pre-primary endorsing club in Sacramento during his tenure as president, and was chairman of the California Congress of Republicans Convention Planning and Site Selection Committee. He was a member of the now defunct Sacramento chapter of the Republican Jewish Coalition. Additionally, he was one of only three people selected to represent Congressional District 3 as a George W. Bush voting delegate to the 2000 Republican National Convention. In response to a request from the campaign, he co-nominated District 3 Congressman, Doug Ose, for reelection in 2000. Finally, he wrote a paper that received statewide distribution among Republicans and apparently at least some nationwide exposure as attested to by a phone call received from former Middletown HS 880 track star, Wayne Selcher (at that time, a professor at Elizabethtown College who called to get his permission for one of his doctoral students to use the letter as a part of his thesis). The paper was entitled, "How to Choose a Governor." Some say this paper gained added support for Arnold Schwarzenegger to be elected Governor following the recall of then Governor Gray Davis. RECOGNITION: Paul was recognized by local Public Broadcasting Station, KVIE, as Volunteer of the Year for 2001 during which time he regularly continued to oversee phone banks and to coordinate all other on-site volunteers as on-air studio captain, and as the 1999 Antelope-Highlands Chamber of Commerce Businessman of the Year. PERSONAL: Paul is married to the former Vivian M. Johnson of Manila Philippines. They have five children, Paul III, Hector, Jeremy, Jubilee and Jennifer-Ruth.
