Biographical Summary of MG (ret) Robert L. Nabors Executive Advisor, Booz Allen Hamilton I. Personal Information: Graduated from Lackawanna High School in June 1964 Left Lackawanna when I entered the US Army on 16 September 1966. I served in the US Army until 1 October 2001, 35 years of service. Married, my wife, Valerie Annelle Nabors, formerly Jude, who hails from Long Branch, New Jersey on 6 October 1968, at Niagara Falls, NY. I have threee children: - Robert (Rob) L. Nabors II, born 27 March 1971 at Fort Dix, New Jersey. Rob is a graduate of the University of Notre Dame and the University of North Carolina. He embarked upon a public service career and is now the White House Deputy Chief of Staff, in support of President Barack H. Obama. He is married to the former, Teresa Kovsek , an Attorney-at-law, who hails from Pittsburgh, Pennsylvania. Together they have three children: Georgia 12, Jude 10, and Elizabeth Rose 5. Rob and his family reside in Arlington, Virginia. - Richard A. Nabors, PhD, born 27 October 1974 at Aberdeen Proving Grounds, Maryland. Rich is a graduate of Old Dominion University. He embarked upon a public service career and is currently a senior civilian executive with the Night Vision Laboratory, a part of the US Army's Research, Development and Engineering Command, located at Fort Belvoir, Virginia. Rich is married to the former Abigail Shapiro who is a homemaker. Together they have three children, Fletcher 9, Garrison 5, and Jonathan 7 months. Rich and his family reside in Waldorf, Maryland. - Jonathan C. Nabors was born on 2 October 1977 and passed on 29 June 2005. Jonathan was married to Laura Wilson of Springfield, Virginia--they had no children. Jonathan was an Education Major who graduated from George Mason University, Fairfax, Virginia. Jonathan was a beloved elementary school teacher at Washington Irving Elementary School, Springfield, Virginia. and a varsity football coach to the then league champion Hayfield High School Hawks, Alexandria, Virginia. Jonathan was a great teacher who is now memorialized by the Jonathan C. Nabors Memorial Scholarship Fund, administered by Hayfield High School. Jonathan currently resides in Heaven. We miss him dearly! II. Professional Experience: June 2007-Present: Nabors retired from Electronic Data Systems, Inc. on 15 June 2007 and joined Booz Allen Hamilton, as an Executive Advisor on 4 April 2009. Jan 2007-June 2007: Account Executive (Vice President ) for an 1100 person organization with responsibility for $ 280 million in profit & loss, strategy development and execution, contract proposal and management and client relations, for the Department of Defense (DOD), (less the EDS Navy Marine Corps Intranet Contract). June 2004-Jan 2007: Senior Vice President, EDS U.S. Government Solutions responsible for the strategy and business relationship with the DOD and profit and loss within the U.S. Army account, the OSD staff, selected joint combatant commands and foreign military sales. Sept 2001-June 2004: Senior Vice President, EDS U.S. Government Solutions responsible for the profit and loss within the Department of Homeland Security, Department of Transportation, The Department of the Treasury, The Department of Housing and Urban Development, The Federal Reserve Bank; NASA, The Department of the Interior, and The Federal Aviation Administration valued at approximately $ 140 million. July 1998-Sept 2001: Commanding General and Head of Contracting Activity, U.S. Army, Communications-Electronics Command, Fort Monmouth, New Jersey. Lead the U.S. Army's premier IT research and development, project management, software maintenance and logistics support organization. CECOM consisted of over ten thousand, globally deployed civilian and military employees located in 13 installations within the United States and 103 locations in 35 countries abroad. CECOM has an annual operating budget of $3 billion---with approximately $ 1billion spent, per annum, on research and development. As Head of Contract Activity, Nabors was responsible for the successful release and contract execution of more than $ 4.4 billion annually. $ 256 million; Managed the US Army's Software Engineering Center, which maintained over 80 % of the US Army's software inventory; Served as the national inventory control point for all US Army communications and electronics; and managed approximately $ 1Billion per annum in Enterprise level IT/C4ISR installation and modernization projects. Nov 1995-July 1998: Commanding General of 5th Signal Command and Deputy Chief of Staff for the United States Army Europe, Mannheim, Germany. Nabors managed an annual IT operating budget of more than $200 million. He was responsible for operating and maintaining the IT infrastructure for a combined U.S. military, U.S. Department of State, and NATO customer base of more than one hundred thousand civilian and military personnel located in more than a dozen European countries. Planned and executed the US Army's IT portion of Operation Joint Endeavor---support to the Dayton Peace Accords. At the time, this massive IT operation involving 37 NATO and Non-NATO nations, to include Russia, was cited as the most complex such mission ever undertaken by the US Army. Operation Joint Endeavor pioneered doctrinal; unique equipment configurations, comprised of fully integrated tactical and commercial off the shelf ( COTS) items; and tactics, techniques and procedures, that have subsequently revolutionized how IT support is now provided to the war fighter on the modern battlefield. Nov 1994-Nov 1995: First Director of Pentagon IT Services/and Single Agency Manager in which he managed an annual operating budget of approximately $ 250 million in support of all Pentagon based and affiliated organizations. Nabors oversaw the initial architectural design, engineering and implementation of the IT/C4ISR portion of the Pentagon's historic renovation, to include œswing space allocation and the design and relocation of the National Military Command Center; and modernization of all internal and external communications networks. Dec 1992-Nov 1994: Served as the Executive Officer for the US Army'™s Director of Command, Control, Communications and Computers (CIO/G-6 in current terminology) and managed the entire administrative and logistics operations of that office, to include its budget. Dec 1990-Dec 1992: Commanded, the 2nd Signal Brigade, Mannheim, Germany, the largest Signal Brigade in the US Army, comprised of more than 5000 personnel, organized into 8 battalions, geographically dispersed over five different European countries. The 2nd Signal Brigade operated and maintained the equipment and facilities needed to deliver a full array of voice, video, data, printing and publication services, to a military and civilian customer base of approximately 300 thousand individuals. Nabors developed a plan to enable the command to be reduced in size by approximately 80 % over a three year period, with no degradation in the quality of Enterprise IT support provided. The plan was later successfully implemented. October 1988-Dec 1990: Served as the Deputy Commander of the White House Communications Agency (WHCA) in direct support of the President of the United States. Support included providing a full array of flawless voice, video, data, printing & publications, photographic, and skilled carpentry and metal work. Nabors directly commanded WHCA'™s five subordinate battalion equivalent commands, consisting of approximately 1000 personnel, representing all military Services; an annual operating budget of over $100 million, with an additional $ 21 million in IT procurement authority; and managed the construction of the new WHCA Headquarters ”valued at $32 million. VI. Education: Bachelor of Science degree in Systems Engineering, University of Arizona, 1976; Masters of Science degree in Systems Management, University of Southern California, 1979; Senior Fellow, John F. Kennedy School of Government, Harvard University, 1987; two years of basic and advanced electronics training, U.S. Army; and three years of advanced leadership and management training, U.S. Army and various civilian institutions. Special Qualifications: Holds a Top Secret security clearance and can be read on to sensitive compartmented information when needed. Nabors is also a member of the Mensa Society. VII. Awards: - Military: More than 40 military awards and decorations, to include the Distinguished Service Medal (DSM), the Army's highest award for service. - Honorary: More than 400 honorary awards to include: The 2011 Federal Computer Week's Elite 100 Information Technology Award; The Rocks, Inc.
