Robert's Story
I continued school after Coronado, receiving a B.S. in Biology from Northern Arizona University in 1975 and an M.S. in Plant Pathology from the University of Arizona in 1980. My Federal career started in 1976 as a fire fighter with the US Forest Service while attending graduate school. I joined the USDA Animal and Plant Health Inspection Service (APHIS) in 1980 as a Plant Protection and Quarantine inspector in Laredo, Texas where I became fluent in Spanish. From 1984 until 1989, I worked for APHIS as Area Plant Disease Identifier and Officer in Charge of the Plant Inspection Station in New Orleans, Louisiana. About half of the time I worked overseas, mainly in Mexico and other parts of Latin America, surveying for exotic plant diseases.
In 1989, I was transferred to APHIS Headquarters in Hyattsville, Maryland where I was responsible for national oversight of import programs. In 1991, I became APHIS' Senior Plant Pathologist with responsibility for risk analysis systems. In 1995, I began working on regional and international plant health standards.

for the International Plant Protection Convention (IPPC) with the Food and Agriculture Organization of the United Nations (FAO). From 1997 to 2003 I managed the IPPC Secretariat and the global program for the harmonization of phytosanitary measures through the elaboration of international standards with the World Trade Organization (WTO). I spent a lot of time in Geneva and worked in 93 different countries providing technical capacity building for national phytosanitary systems.
My transfer to FAO ended in 2003 when I returned to APHIS as Director of the Plant Epidemiology and Risk Analysis Laboratory in Raleigh, North Carolina. I now trained and directed a diverse team of 50 scientists devoted to risk analyses for agricultural import and export issues. In 2014, I became the National Coordinator for Agriculture Quarantine Inspection Programs where I stayed until I retired in March 2019.
Gardening, grandchildren and a big dog keep me busy.. Driving and showing my retro T-bird keeps me out of trouble most weekends and holidays . I also tinker with a homebuilt aircraft that I fly occasionally.
