Steve's Story

CAPTAIN STEVENS (Steve) K. SHEGRUD, U. S. NAVY (Retired) – Military BIO Captain Steve Shegrud was born in Duluth, Minnesota on March 21, 1953. He graduated with Honors as a proud ‘Viking’ from Viewmont HS. His educational degrees include a B.S. degree in Operations Analysis from the United States Naval Academy in 1975 and a M.S. degree in Resource Management from the Industrial College of the Armed Forces in 1995 He completed flight school in 1977 and joined Patrol Squadron FORTY-SIX at NAS Moffett Field, California, holding positions of Schedules, Operations Plans and Flight Officer, and both Patrol Plane Mission Commander and Instructor Pilot, while deploying to NAS Adak Alaska, NAF Misawa Japan, and NAF Keflavik Iceland Captain Shegrud next reported to Patrol Squadron THIRTY-ONE and was designated a Fleet Replacement Squadron Instructor Pilot in January 1981, serving as both Quality Assurance Officer and Standardization Instructor Pilot In February 1984, Captain Shegrud reported to Patrol Squadron Special Projects TWO (VPU-2) at NAS Barbers Point, Hawaii and served as the Maintenance Officer, Mission Commander and Standardization Instructor Pilot. He joined Patrol Squadron FORTY-SEVEN in July 1986, at NAS Moffett Field, California, serving as Maintenance Officer and Standardization Instructor Pilot during the squadron’s transition to the production P-3C Update III aircraft and deployments to NAF Misawa, Japan and NAF Kadena, Okinawa. In August 1988, Captain Shegrud reported to Commander Naval Military Personnel Command (CNMPC), Washington D.C. as the VP-VQ(EW) Air Combat Placement Officer Captain Shegrud joined Patrol Squadron FORTY-EIGHT as Executive Officer in May 1990, deploying to NAF Kadena, Okinawa. Command awarded the Coastal Command Trophy before being decommissioned in April 1991. He took command of Patrol Squadron FORTY in the same month, during VP-40’s deployment to NAF Misawa, Japan with detachments to Masirah Oman in support of Operation Desert Storm. During his command, VP-40 received both Functional Wing awards of the Arnold J. Isbell for Airborne ASW Excellence, and the Golden Wrench for Maintenance Following command, Captain Shegrud reported to CNMPC as the PERS-26 Branch Head for Navy Promotion and Advancement boards from June 1992 to July 1994 before attending ICAF. over command of the Atlantic Fleet Weapons Training Facility (AFWTF), NAS Roosevelt Roads, Puerto Rico. He served in command for 42 months, guiding the AFWTF complex of weapons ranges through major recovery efforts from Hurricane Georges (September 1998), the political turmoil surrounding the Navy’s presence in Vieques and being ready for every Battle Group COMPTUEX and Battle Group/Amphibious Readiness Group/Marine Expeditionary Unit Supporting Arms Combat Exercise to complete operational training missions prior to overseas and combat deployment While in command at AFWTF, Captain Shegrud was also Operational Wing Commander for VC-8 (target launch, tow and recovery) and was Commander Task Group 4.3/42.7 for deployed E-2C and P-3C AIP squadrons in support of U.S. Counter Drug operations in the Caribbean, overland Columbia and the Eastern Pacific. His forces were credited with the annual seizure of over $6B of cocaine en route to the Continental U.S. In November 2001, Captain Shegrud reported to OPNAV Navy Test and Evaluation (N091) as the Air Boss, then taking over as Deputy Director (N912) in May 2002. From January to June 2003, he served in Operation Iraqi Freedom at Camp Doha, Kuwait and Baghdad, Iraq, in the targeting/effects cell of the Commander Land Forces Central Command, Deep Operations Command Center. In October 2003 he was assigned to the Navy Range Office, OPNAV N4 Directorate, taking over N433 Branch Head duties in May 2004 as resource sponsor for fleet & joint training, range operations and sustainment for 20 major training range complexes, Major Range Test Facility Base (MRTFB) and T&E Support Ship and Aircraft, and Navy target development and procurement. Notable accomplishments: Fully funded aerial target programs, funded $45M for development of Threat D supersonic sea-skimming target (SSST), and completed development and procurement of both the GQM-163A SSST and subsonic BQM-74F; fully funded training and test ranges across 2006-2011, range sustainment initiative in operational range clearance, and inclusion of Keyport torpedo ranges in the Major Range Test Facility Base Captain Shegrud was awarded the following medals: Defense Service Commendation, Legion of Merit (Two), Joint Service Commendation, Meritorious Service (Two), Navy Commendation (Three), Joint Commendation (OIF), Defense Service (Two), Southwest Asia, Kuwait Defense, War on Terrorism Expeditionary and Service, Humanitarian Service
