Thomas's Story

Life Tom serves as Trusted Advisor and Consultant to the National Center for Advancing Translational Sciences (NCATS) in the disciplines of Policy Analysis, Governance, Risk and Compliance. He analyzes Presidential Executive Orders, Office of Management and Budget Circulars and Memoranda, CIO Council guidelines to formulate and execute required shifts in NCATS Policies, Practices and Processes. In this role he has institutionalized Information Technology Service Management processes and driven the development of an NCATS FITARA Clearance Acquisition Strategy aligned and underpinned with a technology platform built for today and designed to scale. This latter accomplishment is an outgrowth of Tom’s concomitant mission to seek out and surface technology built to meet resource and budgetary pressures of tomorrow while meeting the challenges of today. Tom leverages the experiences gained from multiple global executive roles in Financial Services, and as the Global Director of Enterprise Resources Planning Services to meet Federal Agency challenges. This was evidenced by his training and certifying 200+ Federal Civilian, Intelligence and Contractor staff in Information Technology Infrastructure Library (ITIL) Foundations. As a member of ISACA (Information Systems Audit and Control organization since 2007, Tom has presented training on “How FITARA Improves Cybersecurity” to members of ISACA’s Central Maryland Chapter. He also serves as a Board Director of the British-American Business Association since 2005. Tom's Background: Tom rapidly climbed the ladder to Second Vice President at Chase Manhattan Bank, where he was a major force in revolutionizing the hiring, training, and mission of the company's Information Technology group by driving improved processes through Human Resources. Tom changed the IT culture by creating the career development programs, designing employee education curriculum, and leading strategic analysis and planning for the company's IT population. From there, it was on to Bankers Trust Company, where Tom continued his work marrying IT to HR to improve productivity and profitability, leading manpower and compensation planning for global markets. Planning data into one environment, as Bankers was transitioning from a commercial bank to a merchant bank. With 15 years experience from Chase and Bankers Trust, Tom then turned his expertise to designing a Global IT Planning model for Merrill Lynch, a model built to be effective in the face of vastly different and rapidly changing market conditions around the world. Of particular note in this role was Tom's unique ability to manage political issues and situations arising from transferring IT specialists between communist and non-communist countries. At Optimos, a provider of enterprise solutions, Tom led Global Consulting, where he was responsible for developing and managing relationships with key alliance partners, such as SAP, PeopleSoft, Vignette, Siebel and Intel. In this role, Tom won the business and architected the enterprise solutions for the United States Mint. Tom then created and orchestrated the commercial Applications Outsourcing Methodology for Lockheed Martin. For major clients in need of expertise beyond their core competency, Tom custom-designed strategies for the entire life cycle of a client's needs, from planning through execution to disposition. From the combination of these companies, Tom's experience has inspired him to create Indigo Technologies. At Indigo, Tom takes his vast integration experience to a new level. For select clientele, Indigo utilizes an alliance of highly certified member companies, all experts in their respective fields, to enable radical IT and organizational redesigns that significantly improve their client's capabilities. Whether implementing enterprise-wide systems, executing Business Process Management strategy, creating e-business solutions, or managing major projects, Indigo brings a uniqe ability to improve performance, mobilize human resources, and effectively deliver change that clients require. Tom then moved on to advisory/consulting roles within the National Institutes of Health specializing in Service Management installation and IS Governance for the Executive Office of the NIH Director. After helping Unissant, Inc. win their $20B GWAC award; Tom helped them stabilize the program before leaving to start Indigo DNA Corporation specializing in International Trade and Development, Opportunity Facilitation, and Government Relations advocacy.
