William's Story
Dr. Bill Cojocar, Ph.D. is a Senior Intelligence/Opposing Force (OPFOR) Chief for the US National Guard BureauâÂÂs Exportable Combat Training Capability (xCTC) Program that trains Guard Brigades and Battalions to attain combat and training proficiency, and is contracted with SRI International. He previously worked as an Intelligence, Surveillance, and Reconnaissance (ISR) Sr. Instructor/Trainer/Event Lead for the US Army TRADOC G2âÂÂs ISR TOPOFF Mobile Training Team and Program, with CGI Federal and BAE Systems, and served a recent tour in Operation Enduring Freedom as an ISR Mobile Assistance Team Lead. Dr. Cojocar also serves as a Professor for Wayland Baptist University-San Antonio, in the Department of Business, specializing instruction in Leadership and Organizational Management. Dr. Cojocar previously worked as a Senior Intelligence Trainer for the National Guard BureauâÂÂs Battle Staff Training Team (BSTT), and the Exportable Combat Training Capability (XCTC) program, as a Chief Scenario Director, and as the 5th US Army Contingency Operations Training Team, as a Senior Intelligence Trainer and Analyst; all contracted with Anteon Corporation and General Dynamics Information Technology. eutenant Colonel, having served two combat tours in CENTCOM in Afghanistan with CJTF-76 with 3d Army and 10th MTN Division, and during Operation Positive Force, Post-Gulf War in Kuwait with the 11th ACR. HeâÂÂs served as a Senior Intelligence Officer for the 11th Armored Cavalry Regiment and 2/11 ACR in Fulda and Bad Kissingen, Germany, and with the 3d Armored Cavalry Regiment at Fort Carson, Colorado, and has commanded three times as an ROTC Battalion Commander at Tarleton State University, a Field Grade MI Company Commander with the 3d Armored Cavalry Regiment, and as a Company Grade MI Company Commander with the 2d Light Cavalry Regiment. Additional military assignments included III Corps TAC G2, G2 Balkans Plans Officer, 504th Military Intelligence Brigade S3, 102d MI Battalion S3, 2ID in USFK, and service as an Armored Cavalry officer with 4-12th Cavalry, 5th Infantry Division (Mech), and 107th Armored Cavalry Regiment, OHARNG. Dr. Cojocar is a graduate of the US Army War College Defense Strategy Course, Command and General Staff College, and holds a B.A. from Kent State University, an M.A. from Boston University, and a Ph.D. in Organizational Management and Leadership from Capella University. Dr. Cojocar is a published author of numerous articles and compositions focusing on Leadership, Adaptive Leadership, and ISR Operations. Dr. Cojocar has also served as a professor for Texas A&M San Antonio and the National Graduate School of Quality Management.
