Billie Jean's Story
Hello Friends!
I moved to Round Rock in 1959 and lived at the Texas Baptist Childrens Home (TBCH) with my four siblings: Mary Ann Mancil, Jesse Robert Mancil, Douglas Howard Mancil, and Jody Ray Mancil (Jody has since passed away.)
I have been married once. I married in 1965 and divorced in 1979. I have remained single since divorcing. I have 2 children, Jimmy Toungate Jr. and Stephanie.Toungtate Madsen. I have six grandchildren. The oldest is 16 and the youngest is a newborn.
I worked at the NASA Houston Space Center from 1977 to 1984. I worked in the NASA Newsroom and the NASA Space Shuttle Program Office before returning to Round Rock to attend college.
I was definitely an "older than average" college student. I attended Southwestern University in Georgetown where I graduated with a Bachelor of Science degree in 1987. I then attended Baylor University where I graduated with an M.A. degree in 1989..

y following graduation from Baylor University, I enrolled in the criminal justice doctoral program at Sam Houston State University in Huntsville. I did not complete the doctoral program because I was tired of being a poor from working part-time jobs. While attending Sam Houston State University, I worked for the Texas Prison System.
I then returned to Round Rock and began my career in criminal justice, working as a parole officer. Although I committed no crime, I spent a lot of my time in numerous county jails and several prisons while working in this position. Why jails and prisons? Because that's where the parolees were most of the time. BTW, I have some war stories to tell from that experience!
Following my job as a parole officer, I worked as a social worker at the Texas Department of Family and Protective Services where I worked for 10 years, prior to my recent retirement. Retirement...oh blessed retirement!
