Workplace This taken from our company bio sheets: As senior associate at Fregonese Calthorpe Associates, Bolen provides leadership in project management, code writing, GIS analysis and modeling of future development scenarios and growth management strategies. Bolen has utilized his project management and technical skills for a number of Fregonese Calthorpe Associates clients, including those in, Austin, Texas, Contra Costa County, California, Marion County, Oregon; Pueblo, Colorado; Denton, Texas; Argyle, Texas; Vancouver, Washington; Nashville, Tennessee; Los Angeles, California and most recently a comprehensive plan for the City of Dallas, Texas. Bolen is one of FCA’s key project managers with a proven record of success, from downtown plans to regional growth strategies. Recently he has managed a growth visioning process for the Southern California Association of Governments, a project that marks a great leap forward for coordinated planning in this very important region. He is an expert on GIS strategies and development. In another past project, Bolen has constructed a comprehensive regional GIS database for the five counties of the Central Texas Region, an area that doubles in population every twenty years. e alternative land use and transportation scenarios. In multiple projects he has brought government officials together to coordinate technical planning efforts. Coordination efforts range from standardizing GIS policies and techniques to evaluation of forecasting and growth projections. Many of these projects involved the creation of a GIS database from dozens of cities and multiple counties, and involved creating a “buildable lands” inventory for growth capacity and scenario modeling, assembling GIS data from several sources to develop a growth capacity analysis, and organizing and re-working GIS data from several sources and formats to be used for various land-use planning projects. Bolen has played a pivotal role in the development of proprietary GIS software employed by FCA, its team partners and clients. The software, known as PLACE3S is an extension to the popular Arc/View software. It provides planners with an automated series of tools for scenario creation, modeling for redevelopment potential, measuring growth capacity, and evaluating alternatives with a host of predefined measurement tools for their geographic area. Inherent in the software is the ability to work on either a small area such as a neighborhood or even county using accurate parcel data, or on a regional level, engaging current policies and data from satellites as it builds a virtual version of today’s conditions.
