John Beck is a senior staff officer serving on the general staff of the United States Army Test and Evaluation Command (ATEC) and its two-star Commanding General. ATEC is the US ArmyÂs Operational Test and Evaluation Agency reporting directly to the Army Chief of Staff. John moved from Fort Hood, Texas to Alexandria, VA in December 2005 to begin his current assignment at ATEC headquarters. Combining his past private sector and government service, he brings over 33 years of diverse T&E management experience, leadership skills, and acquisition workforce knowledge to the ATEC staff. His current duties include providing Âsituational awareness of high value, high interest items for the ATEC CG, and to manage and coordinate command level programs with Headquarters, Department of the Army, the ATEC command group, ATECÂs own subordinate command structure and other service components, DoD agencies, and external elements.
Mr. Beck began his government career with the TRADOC Combined Arms Test Activity (TCATA) at Fort Hood, Texas in 1983 as a GS-7 Data Management Specialist. He quickly rose to the grade of GM-13 and became deputy division chief of the Infantry test directorate of the Operational Test Command. While there, he managed the divisionÂs T&E planning and execution activities. Between 1983 and 2005, John held key leadership and management positions in the Infantry, Close Combat, Engineering and Combat Support, Information Mission Area, and Command, Control, Communications, and Computers test directorates. John served as Chief, Computer Systems Test Division, C4 Test Directorate where he managed a high performance team comprised of a combination of 20 military and civilian test officers and analysts. tary officers in the grade of 04 and below and civilian employees GS-13 and below. In May 2002 the OTC CG hand-selected John to represent the Operational Test Command and help stand-up the Future Combat SystemÂs Combined Test Organization (CTO) at Aberdeen Proving Ground, MD. Mr. Beck is an advocate of simplifying and accelerating the Test and Evaluation processes. After serving two-years TDY and completing his mission, he returned to Fort Hood to resume his operational T&E management duties. During his 20-year tenure at OTC, John led T&E teams comprised of as few as two employees to large organizations numbering more than 350 employees. He managed test budgets from several thousand dollars to over 27 million dollars.
John graduated from the Defense Acquisition UniversityÂs Advanced Program Management Course in August 2000 and has Army Acquisition Corps level III certifications in Test and Evaluation and Program Management. His management philosophy is simple. Work smart rather than hard, surround yourself with dedicated, high-performance people, work for consensus and a win-win end state, remain flexible, believe in your people, and you never quit learning. His past experience and assignments illustrate the willingness and capability for successfully accepting the leadership challenges of ever-increasing complexity and responsibility in a fast changing environment.
John is married. He has five children, seven grandchildren, and one great-grandchild. He is a native of Cleveland, OH and entered active military service in 1967. John is a Vietnam veteran who served in both the active duty Air Force and Air Force Reserve. From 1980-1983 he operated his own engineering consulting firm in Arlington, TX. He enjoys travel, golf, camping, sailing, flying, skiing, NASCAR, and online computer gaming. John holds a Commercial Airplane Pilot certificate with multi-engine and instrument ratings with over 2500 hrs as pilot-in-command.
