Mark's Story

Updated January 27, 2010 BIOGRAPHICAL SKETCH I retired from the position of Superintendent of the Roosevelt School District #66 on July 1, 2009. My wife and I purchased a home with a couple of acres in northern San Diego County. We live just outside Oceanside. Our horses and birds prefer the climate here to the blistering heat of Arizona. We too love the area. Here is a brief summary of my life. I was born in Bloomington, Indiana, on April 7, 1950. My father, Leo R. Dowling, was the Dean of International Students at Indiana University. My mother, Margot Rachael Dowling taught French for years at University High School, and completed her career as the chair of the French Department of the Bloomington North High School. I attended Saint Charles Elementary School and University High School in Bloomington, Indiana. I attended University School for high school. During my freshman year only I participated in the sports of football, gymnastics, and golf. I attended Indiana University of Bloomington, where I received a Bachelors of Science degree with a major in elementary education and a minor in biology. During my freshman year at Indiana University, I was a member of the soccer team. After graduation I entered the Divine Light Mission for four years of study in meditation. My first year of teaching occurred in a one-room schoolhouse in Needmore, Indiana. It was an experience that I will never forget. I moved to Ashland, Oregon with my wife, and our three children, Daniel, Thea, and Patrick. ion, with an emphasis in special education. I student taught for two semesters in a classroom for moderately mentally retarded (MOMR) children in Ashland, Oregon. I taught in a resource special education classroom in Phoenix, Oregon, and a Jackson County of Oregon Education District high school classroom for the emotionally disturbed. We moved to Phoenix, Arizona, where I held both teaching and administrative positions in the Roosevelt School District. I taught for six years as a special education teacher, three years as a bilingual (Spanish) teacher, two years as an assistant principal, four years as a principal, and one year as the Director of Special Needs, four years as an assistant superintendent, and four years as the superintendent.. For two years I attended Northern Arizona University in an administration certification program, and for one year the University of Phoenix in multicultural studies. In 2001 I completed a doctoral program (Ed.D)in Educational Leadership and Policy Studies at Arizona State University, Tempe, Arizona. During my tenure as a teacher and an administrator, I was the recipient of numerous teaching, administrative and community awards. Included in the list of the awards that I received are the City of Phoenix Partnership Award, the Division of Service Learning of Arizona State University Outstanding Educational Partner Award, the Roosevelt School District Outstanding Administrator Award, the Silver Apple Award for Outstanding Teaching, and the Arizona Education Association School Bell Award.
