James Richard's Story
I currently serve on three Homeowners Association Boards of Directors in Orange County California and am an active member of the Community Associations Institute – Orange County Chapter serving on Publications and Education Committees.
At the end of December 2021, I retired after more than 48 Years of service to the Air Force as military & civilian in fighter (USAFE), airlift (MAC/AMC), & air refueling units (SAC/AMC), and military, SE&I & SETA in USAF & USSF space systems as well as Department of the Navy Civilian (NAVSEA & SPAWAR).
Previously, I served as the Director for Business Development at A² Systems Engineering in El Segundo, California (by Los Angeles International Airport). I also served as the company’s chief security officer and information technology manager. I primarily supported the US Space Force Space and Space Systems Command’s Advanced Systems and Development Directorate providing early systems engineering concepts and supporting documentation for development planning (DP), analysis of alternatives (AoA), and annual DoD programming, planning, and budgeting inputs. Since graduating Newark High School in 1973, I spent 38 years in the Air Force and Air Force Reserve at a variety of locations and organizations. After completing my Bachelor’s and Master’s Degrees in Communication at the University of Delaware in 1981 and 1984 (AS81, AS84M), I went to work as an Air Force civilian employee (Air Reserve Technician program) and Reserve Officer at Dover Air Force Base before being transferred to Southern California. Because of Base Closures and Realignments, I moved from Department of the Air Force to Department of the Navy as a civilian employee but remained in the Air Force Reserve.
In 2005, I took an opportunity to retire early from DoD civil service and increased my Air Force Reserve participation in the Space-Based Infrared missile warning program. In 2011, I retired from the Reserve as a Deputy Program Manager on space systems at Los Angeles AFB and joined A² Systems Engineering providing contractor support for systems engineering and technical assistance to the advanced systems and development directorate where I continued to work on next generation concepts for the Space Force and Defense Department until retirement.
