Rodney's Story

Rodney B. Proffitt has a Bachelor of Arts and Master of Science degrees from Kansas State Teachers College (now Emporia State University), and holds a Juris Doctor from the University of Kansas School of Law. Rod did all the classroom hours toward a Ph.D. in public administration (University of Colorado-Denver), but never completed my dissertation. He has the distinction of being a member of the American Institute of Certified Planners. Rod has been a resident of Archuleta County since 2007, when he and his wife, Susan, bought a home here. olved in water issues since representing the Town of Crested Butte in its defense of an extra-jurisdicational watershed ordinance (AMAX v. Town of Crested Butte) in 1982. Most recently, Rod has been president of San Juan Water Conservancy District since 2012. The District is working on land use and water issues including development of a watershed plan for the Upper San Juan River. The District is the lead agency for the development of a water storage facility just east of Pagosa Springs known as the San Juan River Headwaters Project. He participated on the Governor’s Southwest Regional Water Roundtable and worked on the State Water Plan.
