Teresa understands complex issues and has gained a deep appreciation of the cultural and political complexities involved in influencing decision makers. Her background in mediation and conflict resolution in addition to her comprehensive understanding of administrative law and natural justice has provided her with the skills necessary to successfully influence stakeholders, cabinet ministers, deputy ministers and senior executive team members in various central agencies and social policy ministries.
Teresaâs accomplishments include:
⢠serving as a member the Government Air Services Review Committee which made recommendations accepted by Cabinet to privatize the government air services fleet;
⢠the intra-governmental committee which successfully negotiated the Nisgaâa Lisims Nationâs self-governing tripartite agreement in British Columbia;
⢠representing the Ministry of Education and the Provincial Governmentâs interests in negotiating the Jericho Hill School for the Deaf community compensation for former victims of abuse;
⢠serving as the director of communications and executive team member responsible for developing public policy strategies for two political parties during the 2001 election; and,

Teresa is the former President of the Victoria Multicultural Society and was responsible for successfully navigating the societyâs application for a primary liquor license through separate local and provincial government processes. Teresa built a grassroots network of support amongst local business owners, residents, law enforcement officials and inspection agencies to gain municipal and provincial government approval. As a result, this was the first primary liquor license approved by the Victoria City Council in over fifteen years.
Leveraging her vast government experience, Teresa started her own business, Sullivan and Associates in 2008 and has been providing government relations consulting services to her corporate, not-for-profit and individual clients. Teresa has her Masters in Business Administration with a specialty in Executive Leadership from Royal Roads University.
Teresa does pro-bono work for families with children and young adults who have developmental disabilities requiring advocacy to maintain and increase funding from Provincial Government agencies.
Teresa works with the private sector, the public sector, and local governments to help promote and encourage economic investment through responsible, sustainable green development and works with land developers seeking to bring new jobs to local communities to achieve greater economic self-sufficiency.
Teresa believes it is critically important to preserve our natural heritage while balancing the needs of affordable housing and working with neighbouring municipalities to develop an efficient public transportation system. She believes developing open mutually beneficial strategies can do this.
Teresa believes in open government and streamlining processes that affect business owners and developers who find themselves ensnared in red tape.".
