Tom, Jr.'s Story
Tom Hagley, Jr., owns Tom Hagley Consulting LLC, which provides strategic planning and communication counsel to a small number of clients. In June 2022, Tom retired from his position as chief communications and public engagement officer for Vancouver (Wash.) Public Schools, where he had been employed since 1992. At VPS, he worked directly with the superintendent and had administrative leadership responsibilities for strategic planning, internal and external communications, community and government relations, partnerships and alliances. Vancouver Public Schools is a pre-kindergarten through grade 12 school system that enrolls approximately 22,000 students and employs around 3,500 staff members. In 2016, for his work in establishing Family-Community Resource Centers in poverty-impacted schools, Education Week named Tom one of 13 "Leaders to Learn From" in the U.S., and the Washington Association of School Administrators selected him as the state's "Most Effective Administrator." Tom also received the 2011 Leadership Through Communication Award presented by the American Association of School Administrators and the National School Public Relations Association for demonstrating exemplary leadership in the enhancement of communication within the Vancouver school system and the community it serves. ng adult exhibiting service, education, leadership, vision and excellence in his chosen profession. In addition, Tom was a Vancouver Business Journal "Accomplished Under 40" honoree. He was an officer of the Vancouver Education Television Consortium (TV ETC) for 21 years and an ex officio board member of the Foundation for Vancouver Public Schools. Tom completed the Leadership Clark County program and subsequently served LCC as a board member. He was involved with several other community organizations such as the Vancouver/Clark Parks & Recreation Commission and The Historic Trust's Celebrate Freedom programs. He co-founded the Gen. George C. Marshall Youth Leadership Award program and co-chaired the selection committee for 21 years. Tom received numerous awards of excellence from the National School Public Relations Association for producing outstanding publications and communication programs. Prior to his career with Vancouver Public Schools, Tom earned a Master of Mass Communication degree with Dean's List and Phi Kappa Phi honors from the University of Georgia. He also holds a Bachelor of Arts degree in history from Whitman College, where he was a Campbell Music Scholar and a Resident Assistant. Tom is married to Juliet C. Laycoe Hagley, a family law attorney with her own practice. Tom and Juliet have a son, Ben, and a daughter, Abby. Tom enjoys running, hiking, backpacking, cycling, alpine skiing, and other outdoor sports.
