Anne's Story

Moved around during my school days. Came to Costa Mesa in 1962. Did the normal progression from high school, Junior College to UCI. Was selected, based on previous student government experience, to assist in putting activities up in the first year of UCI being open. Prepared the brochures students and parents received upon opening convocation. Booked a lot of good groups for dances and concerts, built sets and operated lighting for the Fine Arts productions and graduated in 1967 with no ability to get a union card. Stayed on to work the Fine Arts Concert series box office/house management until hired to go to Germany to work with US Army as a recreation specialist in 1968. Met and married my first husband, a Vietnam vet chopper pilot. Stationed at Ft. Rucker in 1973. Initially worked as a cashier in the Commissary (GS-2/3–family members were considered bad risk, as they would move frequently). Got my MS in guidance and counseling from Troy State in 1975 while working full time. Lost my first husband in 1975 in a helicopter crash. Continued working at Ft Rucker and applied for and was selected to an internship in manpower management (identifying quantity and quality of skills, time and material support required to perform a function of a business operation.). Thru two ladies i worked with was introduced to my second husband on a blind date. Married in 1977 and moved to Hawaii. Re-competed for a position in Hawaii (still the problem as a family member) and secured an internship in Human Resource (Civilian Personnel) management. Had two children 1979 and 1980, but completed the internship with work in staffing, Labor Relations, Training and Classification. Transferred to the Pentagon CPO in 1981 as a GS-11/12 classification specialist. Worked to apply new Office of Personnel Management standard in Budget and Program management to all positions on Army Staff, along with supporting the Army Chief of Staff, Inspector General and Criminal Investigation Division managers. Was selected to do the development of the Army long range civilian personnel planning model. Upon completion of the modeling effort, lateraled into the Operations and Management appropriation office to tie in the data required to perform the affordability analysis of future force structure. Got to work on the 2025 Future Army analysis and market the need to include the civilian workforce as an integrated and essential portion of active, reserve and guard total personnel components. ts under the Comptroller of the Army. Prepared models and detailed analysis of accounts to maintain controls and train assigned personnel in identifying and resolving problems. I was deployed for 6 months in 1991 to Kuwait to move money from the re-established Government to the US government. I also was tasked to assess the processes used by the Defense Reconstruction Assistance Office, which were later published in a Corps of Engineer publication. I was than moved to Teagu, Korea as Assistant Chief-of- Staff for Resource Management for the 19th Theater Army Command, where I served until 1995. I lost my second husband in 1993. I was selected for a Brookings Congressional position in 1995 and moved to Maryland. I worked for Bobby Scott, VA-3, and gained a broad education on a number of now and then issues. After working in Congress for a year, I moved to manage and train analysts at the Air National Guard Military Pay appropriation. Again reviewed and improved the automated models being used and identified additional funding requirements that had been omitted in the previous modeling computations. In 1999 moved to Air Combat Command as Resource Manager for the Civil Engineer’s funding and real property management functions. Managed a distributed funding process and provided management an automated dashboard of current information. Established processes and trained my own staff and business unit managers in documentation and improving communications to support attaining and retaining funding for programs. In 2001 was selected as Comptroller/CFO of the Air Force Research and Testing Center at Edwards Air Force Base. Again worked go train to-be comptrollers, for base and test wing operations, as the base operations were being placed under new Department of Defense unified management. Moved from DOD to NOAA in 2004 to develop the Office of Management and Information for the National Marine Fisheries Service in Gloucester, Ma. Also, and the primary reason for the move, I got to project manage the build of a 92,000 sqft government building. Once built, I was selected to be Resource Manager for the Office of Special Studies and Information Operations, Undersecretary of Defense, Intelligence. I retired as a IA5 (GS-15) in 2010 after the efforts I was tasked to perform were complete. Have lived in Las Vegas, London, UK, and currently reside in Colorado Springs. Continue to travel widely since my retirement, completing the world-wide Disney park adventure in 2018. Spend my time making costumes for children in reading programs to which I donate books.
