JOSE (JOE)'s Story

Life Attended McAllen High School through my junior year. Graduated as Valedictorian from Sidney Lanier High School in San Antonio in May 1957. Received my Bachelor of Science degree in Civil Engineering from Texas A&M College in May 1962. I went to work for the Fort Worth District, U.S. Army Corps of Engineers as a GS-7 Civil Engineer at the Sam Rayburn Dam, a hydroelectric, multipurpose dam near Jasper, Texas. In June 1964 I married Cristina Saenz. In 1965, decided to transfer to the Galveston District as a GS-9 Structural Engineer, where I worked on flood protection structures, etc. In March 1966 was promoted to GS-11 Structural Engineer with the Jacksonville District in Florida where I worked on the design of the locks for the Cross Florida Barge Canal. There, I moonlighted nights and weekends for a Naval Architects and Marine Engineers firm. Performed structural design on very innovative work. In December 1967 my long career at Randolph AFB, TX began. Some of the duties with the Base Civil Engineer were as Project Engineer. ct Manager for five bases in the Construction Division, Headquarters Air Training Command. In April 1984 transferred to the Civil Engineering Branch as GS-12, Structural Engineer, responsible for the structural design of all 13 bases in the command. In March 1986 was promoted to GM-13, Civil Engineer, as Chief of the Civil Engineering Branch. A year later to GM-14, Supervisory General Engineer as Chief of the Engineering Division and was responsible for a design workload of over $321 million at 13 bases. As chief of the Technical Training Engineering Branch, I supervised and directed the design and construction of over $692 million in the Military Construction Program. Additionally, under my leadership and direction, $88 million in Quality of Life dormitory projects at several AF bases were constructed. Retired 1/3/2001. In 2005, Cristy and I have moved to Mission, TX (Sharyland) where we became citrus producers and landlords. We own some real estate in Hidalgo County, and some ranchland in Starr County. In 2020, we moved back to San Antonio and live in Bluffview Greens, a gated Community on the Northside.
