Charlotte's Story

Charlotte Ann Luce began her life¿s journey on July 26, 1949, in Memphis, Tennessee as the second daughter of Lt. Colonel William James Luce, Sr., U. S. Air Force, and Helen Luten Luce. She attended schools in TN, MS, TX, and AZ and returned to Memphis in 1969. She graduated from Palo Verde H.S. in Tucson, AZ in 1967. After attending the University of Arizona, Tucson, AZ from 1967-1969 she graduated from Memphis State University with a B.S. in Education with a major in Fashion Merchandizing in 1974. After working in retailing she began her career with the Federal Aviation Administration (FAA) as an Air Traffic Control Specialist (ATCS) on October 14, 1975 at the Memphis Air Route Traffic Control Center (ARTCC), Memphis, Tennessee. She completed training and was promoted to a journeyman controller at Memphis ARTCC in January 1981. Ms. Luce held several positions while at Memphis ARTCC including Airspace & Procedures Specialist, and was promoted to an Area Supervisor in 1986, and Assistant Manager for Airspace & Procedures and Military Operations in 1989. In 1991, Ms. Luce was promoted to the position of Area Manager at St. Louis TRACON, St. Louis, Missouri. While at St. Louis TRACON, she has held the positions of Assistant Manager for Plans and Procedures, Special Projects Officer, Assistant Manager for Training, Support Manager, and is currently the Traffic Management Officer for the St. Louis District which has responsibility for 19 facilities. She completed a temporary assignment at FAA Headquarters in the Air Traffic Requirements Division with the Federal Contract Tower Program in 1995. In 1998 she completed a temporary assignment as the Air Traffic Manager at the Spirit of St. Louis Airport Traffic Control Tower (ATCT). She returned to St. Louis TRACON as the Support Manager and managed a staff of support specialists assigned the tasks of training, quality assurance, planning and procedures, and automation. In 2002 she assisted with the relocation of St. Louis TRACON to a new facility in St. Charles, Missouri, when it was renamed Gateway TRACON. She was reassigned to the position of Operations Manager for Traffic Management in 2003 and managed the St. Louis Terminal Traffic Management Unit and the Traffic Management Coordinators at both the TRACON and the St. Louis ATCT. ir Traffic Organization and Ms. Luce¿s title was changed to Traffic Management Officer. She reported directly to the Midwest Director of Tactical Operations in Chicago, IL who reports to the Director of Operations at the Air Traffic Control System Command Center in Herndon, VA. Ms. Luce retired from the FAA with 32 years 2 months service on December 23, 2007. As a controller Ms. Luce served on the Memphis ARTCC Facility Advisory Board/Human Relations Committee and was the Chairperson in 1984. She has participated as a member in several professional associations including the Air Traffic Control Association (ATCA) since 1975; Women in Aviation International (WAI) since 1999; and Federal Manager¿s Association (FMA) since 1986. She became actively involved in FMA as the President of St. Louis Chapter 363 from August 2000 to September 2002. In 2002 she led the chapter through realignment with the newly formed FAA Managers Association (FAAMA). She has been a member of Professional Women Controllers, Inc. (PWC) since 1979 and served on the Board of Directors from June 1999 through May 2005 as the Central Regional Director and Secretary. Ms. Luce has attended several annual aviation conferences including: Women In Aviation, Int¿l, Memphis, TN; PWC National Training Conferences in Park City, UT, Fort Lauderdale, FL, Memphis, TN, Washington, D.C., Chicago, IL, San Antonio, TX, and San Francisco, CA; Technical Women¿s Organization (TWO) Joint Training Conference, Oklahoma City, OK; FMA/FAA Conference, Las Vegas, NV; PWC Joint Regional Training Conference, Las Vegas, NV; and two FAAMA Conferences, Las Vegas, NV. Ms. Luce is also a member of numerous other national organizations including the National Trust for Historic Preservation, Smithsonian, National Air & Space Society, and Daughters of the American Revolution. She and her husband are also members of local organizations including the Missouri Historical Society, St. Louis Art Museum, Missouri Botanical Garden, Lake of the Ozarks Yachting Association, and The Club at Porto Cima, Lake Ozark, MO. Ms. Luce and her husband, Colonel Donald S. Burke Jr., retired, reside in Wildwood, Missouri, and summers at Lake Ozark, Missouri, and have three children, daughter Patricia Hood Thomas, and her husband Brian, Collierville, TN, Donald S. Burke, III, and his wife Nikole and their daughter Avery, Birmingham, AL, and Nathan C. Burke, Nashville, TN.
