Clark's Story
After graduation from Billings West High School, I joined the United States Marine Corps and went to recruit training at MCRD in San Diego and from there to Camp Pendleton, California.
Upon return from active duty, I attended the University of Montana and worked for the Missoula County Sheriffs Office as a Deputy Sheriff/Detective in the Narcotics Task Force.
In June, 1969, I married Rita Ann Cook, who was from Belfry, Montana and a graduate student in Spanish. We have now been married for 45 years. We have a daughter, Tanya Ann, who was born in 1972.
I received my BA Degree in Sociology/Criminal Justice in 1971 and returned to Billings where I served as Motorcycle Patrolman/Accident Investigator/SWAT/Firearms Instructor on the Billings Police Department.
In the fall of 1972, I was selected to be the first full time Police Instructor for the newly established Montana Law Enforcement Academy, Montana Department of Justice, located in Bozeman, Montana.
At MLEA, I served as a Police Instructor, Training Director, and Bureau Chief until 1986.
While at MLEA, I attended the Federal Bureau of Investigation National Academy, 110th Session and graduated with honors and qualified as a Master marksmen in the FBI firearms training. In 1986, I took a position as Director of Training for the Carrollton Police Department, Carrollton, Texas and served in that position until 1989 when I accepted a position in a newly created Law Enforcement Television Network as Director, Organizational Services.
Served as Certification Director of Peace Officer Standards and Training for all law enforcement training conducted by LETN for local, state and federal law enforcement agencies using network.
In 1993 network reorganized and I desired to return to active law enforcement and did so by becoming Commander, University of North Texas Regional Police Academy.
At UNT Academy, I coordinated and instructed in law enforcement training at the basic, immediate and advanced levels for agencies in the North Texas region.
Served in that position until selected as Chief of Police, Mountain View College Police Department, Dallas County Community Colleges District, Dallas, Texas in 2001. In 2005, I was elected to the Executive Board of the North Texas Police Chief's Association as Secretary/Treasurer and served as President in 2010-2011.
I served as Chief of the Mountain View College Police Department for the ten years and in November, 2011, I elected to retire from my current position under the retirement rules set forth and administered by the Texas Retirement System.
On January 3, 2012, I officially retired from active law enforcement after 42 years of service.
