Biography of Dave Dockter for American Society of Consulting Arborists
An ASCA Member, Dave is a Managing Arborist for the City of Palo Alto with the Department of Planning and Community Environment. An ISA certified arborist and licensed pest control applicator; Dave's versatile experience includes many disciplines from several industries and agencies. His expertise includes community visioning, government leadership, consulting in the private and corporate tree care industry, municipal, legal and insurance claims, and is actively involved in environmental land use planning, scoping and entitlement review. Dave is also an American Planning Association (APA) member.
Dave has been instrumental in crafting several municipal tree ordinances and is involved with creative enforcement remedies to effect tree ordinance compliance. y as they relate to the Comprehensive Plan, specific plans, design and planning documents, preventing impact by private action of public trees, public education, and technical advice to the staff and community.
Professionally, he is active in several tree care industry, research and organizations. Locally, he has spoken to many focus groups, cable TV stations and docent leads tours on the subjects of the Urban Forest, Tree Preservation During Construction, Structural Soil, Technical Manual and Palo Alto Architecture Week. Dave has shared his PowerPoint presentations on these subjects at confrences from Montreal to Mexico and Vancouver to Australia. He is a member of the local El Camino Design Workgroup and has authored the award winning Tree Technical Manual for the City of Palo Alto. The Manual is a world-wide model for government regulations and innovative standards for agencies requiring preservation of heritage trees and other significant trees on both public and private property.
