Represent clients before Congress, the Administration and federal agencies. Part-time Lecturer of Business Administration at The George Washington University School of Business, Washington, DC. Associate Administrator, Risk Management Agency United States Department of Agriculture, 2003 to 2009, Washington, DC James Callan was Associate Administrator of the Risk Management Agency and Deputy Manager, Federal Crop Insurance Corporation, U.S. Department of Agriculture, which provides economic protection and risk management tools to America’s farmers and ranchers primarily through federally sponsored crop insurance delivered and serviced by private insurance companies. He was a senior appointed federal official in President George W. Bush's Administration. Mr. Callan'’s background includes 25 years of professional work experience in Washington, D.C. covering a wide range of visible and complex policy issues that have involved working closely with Congress, the executive branch, third-party groups, and the media. He has represented the communications and public affairs interests of major multi-national corporations and international clients by focusing on well-known issues in agriculture, the environment, energy, and international trade. sis communications program working with the Federal government, national and international media, industry groups, and the public that enabled agricultural aviators to fly before other forms of private general aviation benefiting American agriculture, public health, and safety. Both the Federal government and media recognized these efforts for their success. In the Washington office of the world's largest communications firm, he managed key outreach efforts on international trade and domestic business issues. Achievements included mobilizing American businesses in support of the North American Free Trade Agreement (NAFTA), and obtaining for a client the National Medal of Technology and display of inventions at the Smithsonian. Several organizations have recognized Mr. Callan during his time in Washington. He was presented the Falcon Club Award for significant contributions by the National Agricultural Aviation Association, was given Value Added Awards for public affairs campaigns in Washington by Burson-Marsteller, and was recognized for his contributions to the 2005 Standard Reinsurance Agreement project team by the Risk Management Agency. Mr. Callan received a Bachelor of Arts degree in Political Science from American University in Washington, DC, and has taken a graduate course at George Washington University, Washington, D.C., as well as completed executive training programs on management, presentations, and writing. He has authored several articles and letters, including those on the subject of the American Civil War, and has researched and written on agricultural biotechnology issues.
