James's Story

Waller is the Chief of the Alternate Technology Branch (ATB), National Center for Credibility Assessment (NCCA), where he is responsible for the Preliminary Credibility Assessment Screening System (PCASS) and Emerging Technologies Branch is the national focal point for PCASS credibility assessment education and training and provides PCASS support in the form of certification, assistance and technical advice to DoD components in fighting the global war on terrorism. Prior to being appointed as Chief ATB, Mr. Mr Waller served as Team Chief, Instruction Branch, NCCA, from 2005 to 2010. Mr. Waller joined the US Army in 1982 as a 97B (Counter Intelligence Agent) and retired from the US Army in 2002 as a CW3(P) 351BK (CI Tech/Polygraph Examiner). He attended the CI Agent Course, USAICS, Warrant officer Entry Course, Warrant Officer Technical Certification Course, Warrant Officer Advanced Course, US Army Computer Security Course, NCO Academy Leadership Course, 902nd MI GP, Surveillance Course, Polygraph Examiner Basic Course, at the Defense Academy for Credibility Assessment, formerly known as DODPO. His awards include the Legion of Merit, MSM (3rd award), ARCOM (2nd award), AAM (3rd award), Army Superior Unit Award, Army Good Conduct Medal, NCO PDR, ASR, Overseas Ribbon (3rd award). Upon his retirement in 2002 Jim was hired on as a DoD Civilian at DACA and is currently a GG-15, in charge of the ATB, at NCCA. Mr. Waller was the Senior CI Agent, A Co, 109th MI BN, 9th Infantry Division, Fort Lewis, WA, He was then assigned as the Senior Liaison Officer, Pusan Resident Office, 524th Mi BN, 501st MI Bde, ROK, His first assignment as a WO was as the ADP System Security Officer, 513th MI Bde, Fort Monmouth New Jersey. was assigned as the INSCOM Poly Representative at DACA, Fort Jackson, SC. After his retirement he Became the ATB Chief, DACA, Fort Jackson, SC. to present .His duties as head of the ATB included developing, designing and fielding the PCASS device. This device is a hand held lie detection instrument used by CI/HUMINT soldiers to assess the credibility of sources, walk-ins, local hires in a war zone. It is the first piece of equipment designed especially for CI/HUMINT personnel. Jim was instrumental for testing, fielding, and designing the course of curriculum for this device. He has deployed 6 times to Iraq and Afghanistan to establish the first PCASS Programs in the DoD, they include JTF 101st, SOCCENT, JIOC-A, MNFI, SOUTHCOM, USMC, and SOCOM. He has personally trained over 500 intelligence professionals in the use of this device. The PCASS has been responsible for supporting the global war on terrorism and has been responsible for saving lives. Mr. Waller was born on 17 April 1957, in La Jolla, CA and his home of record is Del Mar CA, were he lived until he joined the US Army in1982. Jim attended University High School in San Diego, CA, a Catholic institution noted for its high level of academic excellence. Once finished with high school Jim then attended the University of California at San Diego on an academic state scholarship. He graduated from UCSD in 1981with honors obtaining a BA in history and a minor in political science and philosophy. Jim finished a Master of Arts in Forensic Psychology, from Argosy University, Washington D.C., in 2002. . He is married to Hui Sun Waller his wife of 27 years and has three sons, James attending the University of South Carolina and a member of the US Army Reserves, Michael who is a rigger in the US Marines and currently serving in Afghanistan and Mat who graduated from high school this year and will be attending college in the fall.
