John's Story
A little less than two weeks after graduating SHS, barely I might add, I entered the U.S. Army and was stationed at Fort Benning, Georgia. I served in the 3rd Ranger Battalion and 75th Ranger Regiment, graduated from Airborne and Ranger Schools, and earned my Expert Infantryman Badge. I'm a Life Member of both the U.S. Army Ranger Association and the NRA.
Immediately following my discharge I enrolled at Broward Community College. While at BCC I became involved in Republican Party politics and founded the Broward Community College College Republicans. I served two terms as a state officer in the Florida College Republican Federation, and I am proud of being honored as College Republican Activist of Year in 1988. I moved to Tallahassee (Go Noles!) for a year, but returned to Broward County for my first real job in the world of politics and campaigns (and stayed because I thought I had met "the one").
I worked on several local and county political campaigns and served as the Executive Director for the Broward Bush/Quayle campaign (1992). I also served as the Deputy Campaign Manager for the Tim Ireland for State Treasurer and Insurance Commissioner (1998) campaign, and in the process re-located to Central Florida.
I earned my Bachelor of Arts degree in Political Science from Florida Atlantic University (1998), graduating Magna Cum Laude and receiving the Jacqueline L. Becker Award in Political Science. I also hold a Masters of Public Administration degree from the University of Central Florida (2001) and a Graduate Certificate Program in Urban and Regional Planning.
I worked for 3 years as an Economic Development Coordinator for the City of Orlando, and was recruited to the City of Cocoa in 2002, to create an Office of Economic Development as its Economic Development Manager. After serving as its Community Development Director for more than 8 1/2 years I was appointed in February 2013 as City Manager.

ty Employee of the Year. In 2008, I attained membership into the American Institute of Certified Planners. In the same year, I was elected to serve as a member of the Board of Directors for the Florida Brownfields Association, of which I served five terms on the board with my last as the association's President. In 2014, I was honored to be awarded the Public Service Excellence Award by the Central Florida Chapter of the American Society for Public Administration. In 2016, during Public Service Week, I was recognized by the University of Central Florida School of Public Administration with an Alumni Achievement Award. I was also honored to be recognized as the 2016 Outstanding Alumni for the University of Central Florida College of Health and Public Affairs School of Public Administration. In 2016, I was recognized by the International City/County Management Association (ICMA) as a Credentialed Manager (ICMA-CM).
From 2004 to 2006 I taught graduate public administration courses as an adjunct faculty member for the College of Health and Public Affairs at the University of Central Florida. I enjoy guest lecturing each year and serving as a member of the Advisory Council for UCF's Center for Public and Non-Profit Management. As a member of ICMA, I serve on the Sustainable Cities Advisory Committee. I'm also a member of the Florida City County Management Association and I currently serve as a member of the Board of Directors for the Brevard County United Way.
I remarried in August 2011 to Debra Lynn and we celebrated the birth of our son David Joseph in September 2012. Five days following my 50th Birthday we celebrated the birthday of our daughter Charlotte Lisa. They truly are the joy and purpose of my life, and I am so grateful that God has blessed me in such an amazing way!
