Ken's Story

Life Judy and I left north Georgia and returned to the Bluegrass State. We are now closer to our 3 kids and the 8 grandchildren. Continue to be blessed with the addition of Dawson, our first great grandson. I am slowly weaning myself from the nuclear industry, but still have opportunities to work with developing countries such as Kenya and Belarus. It is amazing to be able to help people who just want to advance themselves and are not focused on what they can get from others for free! My tour as the Director of the Division of Nuclear Installation Safety for the International Atomic Energy Agency (IAEA) in Vienna, Austria (2003 - 2007) was extremely interesting. I was responsible for the development of the international standards of safety associated with all nuclear reactor and fuel cycle installations in the world; additionally, I oversaw the IAEA’s regulatory, engineering and operational safety assistance programs. Managing a multi-national staff of experts and serving as a safety advisor to the Member States with commercial nuclear facilities taught me many things, not the least of which was tolerance and understanding. I would have to say, however, that the highlight of the years with the IAEA was receiving the 2005 Nobel Peace Prize, a recongintion that was given jointly to our Director General, Dr. Mohamad El Baradei and the members of the Secretariat. Prior to this assignment, I was the Director, Division of Reactor Projects, Region IV, for the United States Nuclear Regulatory Commission (NRC), where I managed the inspection and assessment program for the twenty-one commercial nuclear power reactors in the Western half of the United States. I graduated from the U. S. Military Academy at West Point, NY in 1972 with a Bachelor of Sciences in General Engineering, and served for 7 years as an Armored Cavalry Officer in Germany and the U.S. During this time I also supported the Army's Ar...Expand for more
mor Engineer Board as a Special Project Officer, responsible for the design and operability testing of advance weapons systems. In 1979, I completed nuclear engineering studies with Westinghouse Electric Company, serving as a Nuclear Plant Engineer and Shift Supervisor in Idaho Falls, Idaho. I also worked in the commercial nuclear industry at Detroit Edison’s Fermi-2 Nuclear Power Plant. While at Fermi, I served as the Operations and Engineering Training Supervisor, responsible for qualifying licensed operators for this reactor facility. I joined the Nuclear Regulatory Commission in 1984 as a License Examiner in the agency’s Atlanta region. I was also certified as a reactor inspector, and while in Atlanta, assumed positions of increasing managerial responsibility. I subsequently served in the NRC Headquarters as a Senior Regional Coordinator on the staff of the Executive Director for Operations, and as a Technical Assistant for NRC Chairman Ivan Selin. From 1993-1995, as the executive manager for the NRC’s emergency response organization, I directed the activities of the agency’s emergency response program, coordinating the NRC’s response program for nuclear emergencies with those of the rest of the Federal government, and managing the Operations Officers who provide the 24 hour-per-day communications link between the NRC and its licensees. During this time, I oversaw the construction of, and subsequent move to, the new Operations Center in Rockville, MD. In 1979, I completed postgraduate studies in nuclear engineering with the Bettis Atomic Power Laboratories. In May 1994, I received a Master's Degree in Public Administration from The American University. I am a member of the Alpha Psi Honorary Society and the American Nuclear Society. I received a Meritorious Rank Award from the President of the United States in 2001 for my service as a member of the United States Senior Executive Service.
