Lino's Story

Life I am presently as a Human Resources (HR) Consultant in the Human Resources Management and Consulting Services (HRMACS), Austin, Texas, responsible for applying and modifying established practices to specific Human Resource problems, to include managing the disposition of unusual circumstances or situations related to Human Resources; conduct independent evaluations of Human Resources functions to include; preparing briefs, study findings, recommendations, and reports. I was born on September 23, 1953, in Phoenix, Arizona. I am a graduate of Palomar College, receiving an Associate of Arts Degree in Paralegal Studies in December 2000 and am a member of the National Association of Legal Assistants (NALA). I have over thirty-five years of diversified legal experience encompassing the spectrum of administrative law, civilian personnel law, civil law, contract law, criminal law, family law, trial defense law, and legal administration. He is well versed in the supervision of paralegals, legal technicians, and court reporters; seasoned in the direct legal support to attorneys in the preparation for litigation; knowledgeable in personnel hiring, policy and planning, and career development, and competent in the implementation of information systems. Awarded the Department of the Navy Meritorious Civilian Service Award: Mr. Rivera was selected as Chairperson of the newly formed OGC Management COP Support Staff Subcommittee. With his dynamic leadership and teamwork the Support Staff Subcommittee (S3) drafted a Charter establishing the Purpose, Membership, Structure, Steering Committee, and Procedures. He formed three S3 Subcommittees Communications and Networking, Office Practices and Procedures, and Support Staff Development. At the same time, continuing to support the Office of Counsel, MCTSSA. As Paralegal Specialist, Mr. Rivera's significant achievements and contributions included assisting in the resolution of two GAO protests, as well as administering MCTSSA's OGE-450 program, resulting in 100% timely compliance for MCTSSA OGE-450 filers for the twelfth consecutive year. 008. I enlisted in the U. S. Marine Corps as a Private First Class on July 10, 1972 and completed Boot Camp at the Marine Corps Recruit Depot, San Diego, California. I served as a Legal Clerk (4421), attaining the rank of Sergeant, with Supply Battalion, 1st Force Service Regiment, Camp Pendleton, California until July 9, 1976, and returned to life as a civilian. On July 1, 1977, I enlisted in the U. S. Army, and my initial assignment was with the 4th Aviation Battalion, 4th Infantry Division (Mechanized), Fort Carson, Colorado, as a Paralegal. My subsequent assignments include the Office of the Staff Judge Advocate, V Corps, Frankfurt, Germany, as a Claims Examiner; Headquarters, Troop Command, Fort Huachuca, Arizona; U. S. Army Recruiting Station, Richardson, Texas; the Office of Staff Judge Advocate, U. S. Army Field Artillery School, Fort Sill, Oklahoma; and Headquarters, 214th Field Artillery Brigade, Fort Sill, Oklahoma; and the Office of the Staff Judge Advocate, 2nd Armored Division (Forward), Garlstedt, Germany. I completed his military career with the Office of the Staff Judge Advocate, National Training Center, Fort Irwin, California, as a Legal Administrator. I retired as a Sergeant First Class (E-7) on September 30, 1993. I am a graduate of the U. S. Army Recruiting Course, The Administration Noncommissioned Officer Advanced Course, The Senior Legal Noncommissioned Officer Management Course, The Law Office Management Course of The Judge Advocate General’s School, U. S. Army, and the Law Office Manager Course of The Judge Advocate General’s School, U. S. Air Force. I was the first inductee from the Judge Advocate General’s Corps, U. S. Army into the prestigious Sergeant Audie Murphy Club. My military awards include the Meritorious Service Medal (four awards), Army Commendation Medal (three awards), and Army Achievement Medal (two awards). My other military decorations include: Marine Corps Good Conduct Medal, Army Good Conduct Medal (4th Award), Army Service Ribbon, National Defense Service Medal, Noncommissioned Officer Professional Development Ribbon (with “3” Device), Overseas Service Ribbon (with “2” Device), and Army Recruiting Badge with 1 Gold Star.
