Philip's Story

Life Working Currently 23 April 2009 Binary Group PPE SME GFEBS US Army (Contractor) Mr. Philip (Phil) A. Roberts was born in Kingsport, Tennessee. He began his working Career with the Defense Supply Agency, Commissary Support at Fort Belvoir, Virginia. This initial appointment was followed by a myriad of assignments within the commissary organization. Later in his career Mr. Roberts moved to a number of positions in the installation support area at Fort Belvoir including positions in the Directorate of Facilities Engineering and Directorate of Industrial Operations. In August 1982, Mr. Roberts became the Deputy Chief, Supply Management Division, Engineer Activity, Capitol Area, US Army Corps of Engineers. Mr. Roberts was temporarily promoted to the Chief’s position in February 1985 and permanently promoted to that position in November 1986. Assignments from 1986 to 1997 moved him from Cameron Station to Fort Belvoir and to Fort Myer. The Base Realignment and Closure moves, consolidations, and reorganizations moved him into the position of Deputy, Directorate of Public Works and Logistics, with emphasis in the logistics area. He advanced through the deputy director’s positions at public works and logistics to the position of Director of Logistics at the Army’s newly established Garrison “Fort Myer Military Community”. In May of 2006 he retired from Federal Service at this position and continues support to the US Military through his employment with CACI International Inc. working for the US Navy at CNIC on the Base Realignment and Closure Program Management Team. ng with the Iraqi Ministry of Defense in a number of areas of Capacity Development. He currently is working on the General Fund Enterprise Business System for the US Army in Kingstown, Va. Mr. Roberts has availed himself of a myriad of course work at local Colleges/Universities and has completed training by the Department of the Army in Human Resource Development, Resource Management, DOD Transportation and Petroleum Quality Assurance. Mr. Roberts completed the Logistics Executive Development Course in March 1985. Other educational highlights include Personnel Management for Executives, the Supply Chain Management Certificate Program at Penn State University in 2003 and the Sustaining Base Leadership Management Course at the Army Management Staff College in 2004. Currently (2009) attending George Mason University in Fairfax, VA., working toward a BA degree in Conflict Resolution in International Politics. In 1992 and 1998, Mr. Roberts received the Commander's Award for Civilian Service. He received the Superior Civilian Service Award in 2002 for his logistical support during the rescue and recovery operations at the Pentagon following the terrorist attack. Upon his retirement in 2006 from Federal Service he received the Meritorious Civilian Service Award for his excellent service in personnel management and leadership. Mr. Roberts is married to the former Rita G. Klimkiewicz a rare Native Born Washingtonian. They reside in Springfield, Virginia. They have three sons, one just graduated from Colgate University, one residing with his wife in Lancaster, PA, and the oldest son in Baltimore, Md. "Character is the only investment worth anything."
