Raymond's Story
Ray was born and raised in Burlingame, California, a suburb of San Francisco. After graduating from high school, Ray went straight on to community college and finally to California State Polytechnic University, Pomona where he met and married his wife, Karolyn; they both graduated in 1967.
Next came two years (1967-69) in the Peace Corps where they both taught English as a second language at the university level in Erzurum, Turkey.
Returning to California, Ray and Karolyn settled in Upland and Ray worked as the Senior Urban Planner for the City of Pomona. It was a great time, professionally, where he got the opportunity to really hone his city planning skills developing one of the first 'policy oriented' general plans in southern California. Soon, three children (2 girls & 1 boy) emerged in their lives to round out the family.
While working in Pomona, Ray obtained a Masters degree from Calif. State University, Fullerton, in Comparative Public Administration, specializing in the Middle East. Soon afterwards, Ray started getting calls about overseas work.
In early 1978 he accepted a position with the R.M. Parsons Engineering Company. Ray became part of a team that would manage the design and construction of a new city on the Red Sea. His family joined him, and they all spent six wonderful years in Yanbu.
When Ray and his family arrived in Yanbu, they were one of the first families to settle in. When they left, over 30,000 residents and workers had moved in. At the height of construction, over 50 different nationalities were involved. ' of Islam, particularly the two holy cities of Mecca and Medina. Living in Saudi Arabia for those 6 years, Ray and his family also got the opportunity to travel the world a great deal.
Ray and his family returned to California in late 1983 and again settled in Upland. Ray has been with the City of Fontana since 1990, and retired as the Director of the Redevelopment and Special Projects Department in 2009. He takes great pride in being given the opportunity to work on and direct âhigh profileâ projects that help the residents of this 7th fastest growing city in the U.S. enjoy a satisfying quality of life. He has helped the City shepherd a 520-acre commercial, industrial and residential project and the I-10/Sierra urban interchange ($22 million) to fruition. In April 2008, a new 94,000 square foot library ($60 million) was completed under his guidance. Over 10,000 people attended the opening day celebrations. Three months later Rayâs team completed the renovation of a 1937 âart decoâ style movie theater into a city-owned, state-of-the-art dinner theater (Center Stage). In the downtown core, Ray orchestrated a 4-block building facade renovation program with a concept that is gaining national interest. Ray has often stated that his goal, at retirement, was to be able to say he helped to literally change the visual appearance of downtown Fontana in a very positive way that would lead to a renaissance of residential and commercial activity and community pride.
Ray is now busy adapting to âsemi-retiredâ life including traveling with Karolyn, visiting their children and enjoying their 7 grandchildren, while still offering consulting services to selected public agencies on downtown revitalization strategies.
