Lee, a retired Senior Executive with the Federal Government, was an Associate Bureau Chief in the Public Safety and Homeland Security Bureau of the FCC. He joined the Commission in 1994, serving as the agency's Deputy Managing Director and later as the Chief of the Compliance and Information Bureau. He was instrumental in planning, organizing, and establishing the Commission's Cable Services Bureau (1994), the National Call Center (1997), the Consumer Information Bureau (1999), and the FCC’s Disaster Response Program (2005). After September 11, 2001, he was a key player on a multi-agency team of federal executives whose efforts are critical to the government's national security and emergency preparedness. wo novels – Personal Justice – a work of fiction about a father’s quest to find justice for the murder of his only daughter who was killed in the collapse of the World Trade Center on September 11, 2001. His second book – A Light in the Darkness – is the true story of his trip to Banda Aceh, Indonesia to help the survivors of the December 2004 Tsunami. During the Hurricane Katrina and Rita recovery efforts, Richard was the FCC’s liaison officer on the ground, helping with communications restoration in Texas and Louisiana. He assisted numerous broadcasters in both States to obtain generators, fuel, and access to their facilities. Richard also traveled to Banda Aceh, Indonesia in January 2005 to help with Tsunami relief efforts and to Port au Prince, Haiti in January thru March 2010 to help with the Earthquake relief effort. In the Summer of 2010 Richard participated in a DARPA/MIT supported technology group studying ways technology can help responders during large scale extreme disasters. Richard is a disabled Vietnam veteran, Purple Heart recipient, and retired United States Marine. He holds several degrees including a bachelor’s degree in Personnel Management and an MBA in Leadership, Management, and Organizational Development.".
