Scott's Story
Scott Blake Harris is Managing Partner of Wilkinson, Barker & Knauer LLP. Mr. Harris has practiced law in Washington D.C. for thirty-seven years both in the private sector and in government. He has had extensive litigation, telecommunications, technology, trade, energy, administrative, and national security law experience.
Mr. Harris joined the firm after having served two years as Senior Vice President and General Counsel of Neustar, Inc., a technology company headquartered in Virginia, and two years as General Counsel of the United States Department of Energy. At Neustar, Mr. Harris was responsible for the companyâs legal, policy, communications, corporate marketing, and corporate social responsibility functions. Mr. Harris was nominated for his position at the Department of Energy BY President Obama, and was unanimously confirmed by the United States Senate in May 2009. At Energy, Mr. Harris was the chief legal officer for the department where he began the first systematic effort to enforce the Departmentâs energy efficiency regulations and created its enforcement office. He also changed the rulemaking process to allow more public access and greater transparency, and played a key role in the Departmentâs efforts to tackle the legal and policy issues raised by the implementation of smart grid technologies. While at the Departmenr, Mr. Harris served as Co-Chair of the Broadband Subcommittee of the White House National Science and Technology Council.
Mr. Harris has also been a partner in the law firms of Harris, Wiltshire & Grannis LLP, where he was managing partner, Gibson, Dunn & Crutcher LLP, where he headed the communications practice, and Williams & Connolly, where began his career in private practice as a litigator. tes Department of Commerce, and then as Chief of the International Bureau at the Federal Communications Commission. Early in his career he served as a law clerk to the Honorable Gerhard A. Gesell on the United States District Court for the District of Columbia.
In addition to practicing law, Mr. Harris has been active in the legal and policy communities. He is currently serving as Chair of the FCC Advisory Committee for the 2015 World Radio Conference (WRC). He has been a member of the Advisory Board of Virginia Techâs Center for Wireless Communications, Chairman of the FCC Advisory Committee for the 1997 WRC, Co-Chair of the Council on Foreign Relations Study Group on Information Technology and Foreign Policy, a Trustee of the Federal Communications Bar Association (FCBA) Foundation, Co-Chair of the FCBAâs International, Online, Legislative, and Seminar Committees, and an Adjunct Professor at Georgetown Law Center.
Mr. Harris has received many honors during his legal career. He was honored as a âVisionaryâ by the Legal Times, and has received awards for Distinguished Service from the Federal Communications Bar Association, for Outstanding Service from the National Association of State Energy Officials, and for Special Achievement from the Chairman of the FCC. He has also received the Marconi-Bell Award from the National Association of Radio and Telecommunications Engineers. Mr. Harris is regularly ranked among the top lawyers in Washington, DC and nationally by trade publications and the variouss services that list top lawyers from around the world.
Mr. Harris graduated magna cum laude from both Harvard Law School and Brown University, where he was a member of Phi Beta Kappa. He has been married to Barbara Straughn Harris for more than 30 years, and has two children: Colin, a graduate of Dartmouth College, and Margot, a student at Brown University.
