After graduating from MHS, I went to the University of Maine, graduating in 1965 with a major in international affairs. I earned my Masters in International Affairs from Columbia University in 1965 and began working for the Central Intelligence Agency, including an interlude during which I served as an Intelligence Officer with the US Air Force. I then returned to the CIA, working as an intelligence analyst, serving as the intelligence community representative on the US Delegation to Mutual and Balanced Force Reductions in Vienna, Austria, and then as Deputy National Intelligence Officer for Europe. During these years, I also went back to school and completed everything but my dissertation for a PhD at American University (being sent to Vienna seemed more interesting than writing the dissertation). After leaving the CIA in 1975, I went to work for the Congressional Research Service at the Library of Congress.
