Steven's Story
Retired General Engineer formerly with the Quality Assurance, Specifications & A-E Section of the U.S. ARMY CORPS OF ENGINEERS, SACRAMENTO DISTRICT, Engineering Division, Engineering Support Branch. I am a Registered Professional Engineer in the State of California.
I attended Sacramento State College with all the other Boomers trying to maintain Student Deferments from THE DRAFT. I became a member of the Delta Chi Fraternity to help pass the time there. Late in 1970 I was classified 4F, so I decided to find out if I really wanted to be an Engineer. I got a job in April 1971 as the youngest Engineering Aide with the County of Sacramento, Public Works, Survey Information and Permits Section. I kept taking tests and promotions in the Engineering Technician series until I failed one in 1976. That’s when I decided to get back into CSU, Sacramento and obtain my degree in Civil Engineering while continuing to work part time. Then I started seeing Bobbi in 1978 and we were married in Newman Center on January 27, 1979. We moved into the Foothill Farms area to start our family with Jason, born April 1980 and began attending St. Lawrence Church.
I graduated from CSUS in January 1981 and went to work as a designer with Rumberger, Haines, Virdee and Associates, a private Structural Engineering firm. Nicole was my birthday present that year. I worked with RHVA until the recession of 1982-83. They cut us back to three days of work a week, but there was still five days of bills, so I looked around until the U.S. Army Corps of Engineers had an opening for a Civil Engineer in June of 1983
My son Brian was born in March 1985 and Jason wanted to join Tiger Cubs in the fall of 1986 so I became a Cubmaster too. In March 1987, I joined the Knights of Columbus. Santina came to us on August 1987.
At work I also served on the Computer Aided Structural Engineering (CASE) Task Group for the Three Dimensional Stability Analysis and Design (3DSAD) program. In 1986, I took on Project Management responsibilities of the Little Dell Lake, UT project through design and initiation of construction in 1989.
In May 1991, I became the lead engineer of the Criteria Management Unit (CMU) in the Engineering Technology and Specification Section. We supported the District...Expand for more
's electronic criteria, use of the National Institute of Building Sciences (NIBS) Whole Building Design Guide® (WBDG), Federal Facility Criteria (FFC), SpecsIntact, AutoCAD, MicroStation and other automation initiatives. I coordinated the first on site SpecsIntact training for the Sacramento District in 1995 and provided training to many other USACE Districts.
I served on the Civil Works Guide Specification Steering Committee (CWGSSC) in August 1996 for two years. That required some travelling. Also, I was a Tiger Cub Partner, Den Leader, WEBELOS Leader, Tiger Cub Coach, Committee Chairman, Assistant Cubmaster, and Cubmaster with Cub Scout Packs from October 1986 until 1996. I’ve been a Committee Member, Chairman and Charter Organization Representative for the Boy Scout Troop 122 from 1991 until they disbanded in 2015, chaired the Pathfinder District Scouting for Food in 1995, and was on the Pathfinder District Round Table in 1996. I have been active in St. Lawrence Church with Joyful Noise, as a Lector for both Mass and Children’s Liturgy of the Word, Hospitality Minister and member of the Community Building Task Group. Also, I was a Key Worker, Project Officer, Loaned Executive, Co-Chair and Chairman of the Combined Federal Campaign for the U.S. Army Corps of Engineers to raise money for charitable organizations and communities in the Sacramento Area.
I was the SpecsIntact Functional Proponent on the Corps Specification Steering Committee (CSSC) from 2004 until I retired in September 2017. I was the technical representative for USACE on the SpecsIntact Interagency Configuration Control and Coordinating Board (SI-CCCB). I also was a member of the Unified Facilities Guide Specifications (UFGS) Working Group.
Finally, I served as a course instructor for the PROSPECT 185 SPECIFICATIONS FOR CONSTRUCTION CONTRACTS from 2012 through 2017.
I am currently a member of the CSUS Alumni, Delta Chi Fraternity, American Society of Civil Engineers, Structural Engineer Association of California, and a Director of San Pedro Association, I am a Past Grand Knight, and presently a Financial Secretary for my Knights of Columbus Council 4991.
Bobbi filed for divorce in May of 1998 and I am still single, but now have eight grand kids to help keep me busy.
