Timothy's Story
Dr. Tim Rainey is retired! He previously served as a Supervisory Program Analyst in the US Citizenship and Immigration Services (USCIS). He was the Senior Advisor and was the Chief of Strategy. Previously, he was a Supervisory Foreign Affairs Officer (FAO) at the Department of State and the Senior Peacekeeping Advisor in the Bureau of African Affairs. Dr. Rainey previously served as the Program Director of the African Contingency Operations and Training Assistance (ACOTA) Program in the Bureau of African Affairs. As ACOTA Program Director, Dr. Rainey directly supervised the Washington, DC ACOTA Program Office (APO) comprising two U.S. direct hire civil service specialists and eleven contract employees. t field trainers supporting ACOTA peacekeeper training programs in 27 African countries. Dr. Rainey served as the Contracting Officer's Representative (COR) for the Bureau of Acquisitions International Division Contracting Officer for the management of the FY-2013 $53 million ACOTA program. He provided policy advice and recommendations to the African Bureau Front Office (Assistant Secretary and Deputy Assistant Secretaries) on matters pertaining to peacekeeping issues and force generation and liaises directly with U.S. Ambassadors, Ministers of Foreign Affairs, Ministers of Defense, Chiefs of Defense Forces, General/Flag Officers, Deputy Chiefs of Mission, and other embassy and foreign affairs officers in the field with regard to ACOTA program activities. Tim is a retired US Army Colonel with over 27yrs of service.
