Life
Lt. Colonel (Ret.) Billy Dickson is a long time veteran of the Florida Highway Patrol with 40 years of continuous service at the time of his retirement from active duty in June 2003.
Lt. Colonel Dickson is a native of Grand Ridge, Florida and served in the United States Air Force from 1959 to 1963. ertified by Maritime Protective Services, Inc., in Ship, Port and Company security. Certification includes a designation as an ISPS and MTSA expert. Colonel Dickson is skilled in designing and developing access control approaches and systems and is serving on the Federal and State team that has designed, built and implemented a state-wide standardized system for secure credentialing and biometric access control at seaports in the State of Florida.
Lt. Colonel Dickson is married to Harriet Rothauser and they have two children; David Dickson and Elizabeth Dickson Allen.
