Bob's Story

Workplace I am currently a manager of two organizations. My technical department is working to develop state-of-the-art communications applicable to the Remote Sensing and Verification Program. I lead the effort to develop new technologies and apply them to the highest need for national security. My other newly created department is tasked to provide Quality Assurance and rigorous Project Management and System Engineering practices to the Monitoring Systems and Technology Center. In this capacity, I am responsible to lead the effort and break down barriers with the goal of delivering the best possible satellite systems to a variety of government users. At the corporate level, I am a champion for the mentoring process applying interpersonal skills to help others succeed. I have also been selected to participate in Sandia’s National Security Leadership Program which is a two year program that allows participants a strategic view of the nation’s security challenges. December 1997 to May 2001 – Principal Member of Technical Staff working as a Specialist for the newly initiated Critical Infrastructure Surety Program. In this capacity, I was instrumental in helping to protect the nation’s infrastructure (such as the energy, water, and information systems) from attack. Concurrently, I lead an effort to support the Federal Aviation Administration in investigating the possible failures of the aging transportation aircraft fleet particularly the issues associated with the aircraft’s critical electrical wiring system. September 1996 to December 1997 - Special Assistant for Combating Terrorism in the Office of the Deputy Assistant to the Secretary of Defense (Counterproliferation/Chem Bio Defense). dy panels such as the Defense Science Board 1997 Summer Study on the Transnational Threat. In this position, I interacted with personnel from other government agencies to develop the policies related to defense against terrorist use of WMD. June 1996 to September 1996 - Special Assistant assigned to the Office of the Deputy Assistant to the Secretary of Defense (Chemical Demilitarization) working on U.S. chemical weapon demilitarization issues and chemical/biological protective equipment usage during and after the first Gulf War. September 1993 to May 1996 - Cadre leader of the Sandia team advising the Ballistic Missile Defense Organization on system concepts, testing, and evaluation. This team interfaced with similar teams from other Federally Funded Research and Development Centers in an organization known as POET (Phase One Engineering Team). 1988 to1993 - Lead Missile Engineer for the Sandia Rocket System known as STARS (Strategic Target System). Responsibilities were to lead a team of engineers in designing, building, testing, and launching of the rocket system from the island of Kauai (first unit flown February 1993). I also contributed to the Brilliant Pebbles FE-1 and FE-3 flight tests launched from the Eastern Test Range in October 1992 where I designed the third and fourth propulsion stages on this multi-team (government/laboratory/industry) launch system. 1982 to1988 - Lead Test Engineer for the Sandia Large Scale Fire and Explosive Test Facility where I was responsible for operating a test facility with oversight of a team of engineers and technicians to plan, determine data acquisition requirements, execute, and evaluate results of the test. Systems tested included large transportation systems for radioactive waste, reentry vehicles and air dropped weapons, and suppression systems for the National Emergency Search Team (NEST).
