Captain Porter is a Jacksonville, Florida native and began his military career in 1975 while enlisted as an Infantry Soldier with the 101st Airborne Division, Fort Campbell, KY, the 2nd Infantry Division, Camp Casey, Korea, and 7th Infantry Division, Fort Ord, CA. Honorably discharged in June 1979 he returned to Jacksonville, FL, where he attended the University of North Florida graduating in 1982 with a Bachelors degree of Business Administration in Logistics and Transportation. He then re-entered the military service in the United States Navy, earning his commission from Aviation Officer Candidate School in February 1983. Upon completion of flight training he was designated a Naval Flight Officer (NFO) in May 1984.
From November 1984 through March 1988, Captain Porter served with the ÂBatmen of Patrol Squadron TWENTY-FOUR, NAS Jacksonville, Florida deploying to sites in the North Atlantic and Mediterranean Sea. On completion of his initial operational flying tour, he served as Flag Lieutenant to Commander, Mine Warfare Command in Charleston, South Carolina and then as Commander, Patrol Wings Atlantic in Brunswick, Maine.
In July 1990, Captain Porter reported as Assistant Air Operations Officer to Commander, Carrier Group FOUR in Norfolk, Virginia, where he qualified as Flag Tactical Action Officer and was also assigned collateral duty as Aviation Safety Officer while embarked on the USS FORRESTAL (CV-59), USS SARATOGA (CV-60), USS BAINBRIDGE (CGN-25), and USS EISENHOWER (CVN-69).
Captain Porter returned to flying duties with the ÂProÂs Nest of Patrol Squadron THIRTY, NAS Jacksonville, Florida as a Fleet Replacement Squadron Instructor NFO in July 1992 and served as Training Director and Administrative Officer.

tour, he served as the Command Services Officer, Safety Officer, and Operations Officer deploying to Keflavik, Iceland.
In November 1996, he reported to Bureau of Naval Personnel in Washington, DC where he served as Special Assistant for Selection Board Matters. Upon completion of his tour, he reported to the Industrial College of Armed Forces, Fort Leslie J. McNair, Washington, DC in July 1998, earning a Masters of Science degree in National Resource Strategy.
In April 2000, Captain Porter assumed duties as Executive Officer of Patrol Squadron FORTY, deploying to the Persian Gulf. He assumed Command of the ÂFighting Marlins in April 2001 deploying to Misawa, Japan. Captain Porter is the recipient of the COMNAVAIRPAC Leadership Award presented during his Command tour. As Commander Task Group 72.2/72.4, the Fighting Marlins participated in OPERATION ENDURING FREEDOM flying combat operations in Afghanistan and southern Philippines and throughout the Western Pacific and South China Sea area of responsibility. Subsequent to his Command tour, Captain Porter completed postgraduate education at Naval Postgraduate School, Monterey, California earning a Master of Business Administration in Financial Management.
In January 2004, Captain Porter reported as Head Program Analysts for Aviation Warfare Requirements, on the staff of the Deputy Chief of Naval Operations (Resources, Requirements and Assessments). As senior analyst and lead for a team of 26 civilian and military personnel he is tasked with programming the $700 billion six-year Department of the Navy (DoN) Future Years Defense Plan.
He is married to the former Robin Marie Jinnett of Jacksonville, Florida, and has twin sons, Austin and Schuyler (Skyler) both in their senior year at The Ohio State University and Portland State University respectively.
