Life
Prior to working with the City of El Paso, Enrique was an Honor Graduate in Basic Training in the U.S. Army. He then trained as a Chemical Operations Specialist, which deals primarily with nuclear, biological, and chemical weapons defense and employment. He currently is a Second Degree Black Belt in Comjuka Kali.

I provide professional services in the areas of procurement management and contract administration and manage projects as assigned by the Director of Purchasing. The practice of management in the field of government contracting is a unique, highly sophisticated profession. Management practices and procedures in this field not only encompass mastery of the normal functions of an organization, e.g., marketing, financial management, law, engineering, operations and production, project management, procurement, and general management, but also the regulatory requirements and highly developed management techniques unique to Government acquisitions, contracting and program management processes. These requirements and techniques interrelate with normal business management procedures resulting in an evolutionary business management process, far different from, and in many areas more complex than, normal commercial management. This position is a critical procurement position, that is, a senior position carrying significant responsibility, primarily involving supervisory or multidiscipline management duties in the City of El Paso procurement system. ct on the citizens of the City of El Paso. The impact on budgeting, operations and customer relations can be serious because of the variety and higher dollar value items administered. Legal actions resulting from a contracting or purchasing error can be costly to the City of El Paso. To accomplish these duties requires that all the Procurement Analysts be experts in their fields, and knowledgeable about other related areas. To carry out all our assigned tasks, all of us require specialized knowledge and skills, and intensive preparation. I must be able to work with top-level government management, and to work as a team and field lead, for example during pre-bid conferences. I am expected to help in policy formulation and decisions and to posses a high degree of knowledge and skill regarding the City of El Paso Purchasing DepartmentÂs mission and policies. I provide assistance in all phases of the procurement process. This entails that I conduct research on requirements analysis, existing contract analysis and planning of all pre-contract documentation along with, reviewing contract documentation for compliance with Federal, State, and municipal laws, policies, and regulations. Furthermore, I have major responsibility in the evaluation and review of all contract documentation. Above all, I have to implement and manage public contracts. All these duties demand for me to stay current in many technical and functional specialties, to become familiar with multiple procurement methods, for example e-commerce, etc., to stay current with the most advanced management principles and practices in the public and private sector, to pursue advanced certification, and according to merit system principles, to prepare for assuming critical government procurement, managerial and leadership positions within the City of El Paso Purchasing Department, and The City of El Paso.
